Fitness related to the people’s health and happiness, which is an important symbolof the comprehensive national strength and a social civilization and progress, animportant part of socialist spiritual civilization, and it is also an important part ofbuilding a moderately prosperous society. The18th CPC National Congress report that:“To promote mass sports and sports-round development, nationwide extensive fitnesscampaign is necessary.” To implement the "National Fitness Program", Everywhere haslaunched a number of fitness, but there have a formal, face engineering problems, themainly reason is that due to the smooth development of China’s national fitness programfitness inseparable volunteer service, the important part of fitness volunteering is missing.At present, China does not have a sound management mechanism fitness voluntaryservice’ management systems, there are still shortcomings.Through research methods of literature, questionnaire, interview and mathematicalstatistics, and as an example of XiangTan City to research the operation and managementmechanism of voluntary service fitness. Analyze the present situation and problemsabout the organizational coordination mechanisms fitness volunteerism, socialmobilization mechanism, training management system, project-driven mechanism, inrecognition of the status incentives, assessment and inspection mechanism and safeguardmechanisms.The research shows that: The fitness volunteer service in Xiangtan is developing,there is some basis in the policy, human, material and financial resources, but also hasthe following disadvantages: First there is a small grassroots volunteer organizationserving, low quality, lacks of management system, lagging the organization andcoordination mechanism, and also poor of members in voluntary service management.Second, it poor propaganda and recruitment.Third, there is a scientific managementmechanism, registered volunteer management is not in place,a small grassrootsvolunteer training and other issues management training mechanism. Fourth,servicesdrive mechanism is poor, exist the phenomenon such as planning, localcharacteristics.Firth,incentive mechanism is not sound.Sixth,review mechanism is lack, no perfect evaluation system and evaluation method is not scientific.Theseventh,Volunteer service safeguard mechanism is not sound;Funds source channelnarrow;Volunteer service funding and investment mechanism is not scientific;Safeguardmechanism does not reach the designated position, volunteers personal property.Through analysis, the recommendations are as follows:1Perfect the nationalfitness volunteer service of the municipal, district the relevant departments of theorganization and coordination mechanism, must clear their respective division offunction orientation, function, improve the work enthusiasm, initiative andself-consciousness.2,Perfect the fitness volunteer service of social mobilizationmechanism, make full use of the Internet, television, film, popular science books,electronic books, sports lottery par, all kinds of expert knowledge lecture hall and so onresources, vigorously build national fitness volunteer service public opinionatmosphere.3,Perfect the volunteer training management mechanism, pay attention totraining in the training level, pertinence, systemic;Pay attention to the volunteer trainingeffect evaluation and use.4,Improve the mechanism of the project to promote, providingrural health platform, community fitness platform, school sports and other kinds ofproject platform crowd.5,Perfect the recognition of incentive mechanism, through thegovernment leading, combined with the actual demand to establish much level andcomprehensive, normalized and performance incentive mechanism.6,Improve the reviewmechanism, establish integration standards, according to the appraisal processrespectively.7,Perfect the safeguard mechanism, the governments at all levels to ensurethat the "three into", building management and maintenance system;Using the experienceof developed cities, broadening the channels for money;Perfect the relevant laws andregulations, establish and improve the security system.
