Education informatization has become one of the key strategy of educationaround the world, the key of promoting the development of education informatizationin China is to strengthen the construction in hardware and software platform ofeducation information, and apply the information platform to each school."Decade ofEducation Informatization Development Plan", clearly points out the cause of nationaleducation information program of action for the next decade and the roadmap, and putsforward the core aim of "Twelfth Five Year Plan" and the sign engineering------"threelinks two platforms", School Link namely broadband networks, high-quality resourceslinks classes, network learning space for everyone. The construction of educationalresources public service platform and educational management of public serviceplatform. Based on this, the research status on the construction and application of threelinks two platforms for rural schools, to more clear and accurate understanding of ruralschools in Guangxi three links two platforms for basic education facilities andapplication usage and demand, as well as teaching resources for classroom teachers toidentify problems, discuss issues and make appropriate recommendations or solutions.Definitions section of this article, According to the present and the rise of thethree links two platforms, combined with the speech of leadership,analysis of thespecific content of three links two platforms and define relevant concept. Secondly,briefly summarize the domestic development of basic education information. Thencomb the relevant theory of this study. Questionnaire is organized based on the specificcontent of three links two platforms, Carries on the design with four aspects whichinclude the hardware construction,the school software environment,the constructionof resources and teaching application. After the questionnaire is determined, select theobject of investigation which is rural schools in Guangxi Zhuang by purposivesampling and random sampling combinated method, and then began to investigate andresearch. The detailed data in practice research part is obtained mainly by questionnaires,informal interviews, field investigation for teachers about the three links two platformsconstruction and application in Guangxi rural school. The data were analyzed, and findthe following questions:(1)Uneven distribution of hardware facilities configuration;(2) The lack of technical personnel in school.(3) Teachers need to improve the attention on current situation of informatizationconstruction of the school.(4) the utilization of teaching resources in school is not high;(5) the ability of teachers on information technology needs to be improved.And in the final chapters discuss these issues. On the basis of a sample survey,select west town center primary school in the city of Guiping as the object which is onbehalf of Guangxi rural school three links two platforms construction and application,take it as a case to analyze,and summarize the reasons and highlight for its rapiddevelopment. There are three reasons:(1)National policy tilt and projects support;(2)School leadership pay attention to it;(3) The active participation of teachers.Highlights include:(1) resource building----building its own independent school website;(2)Management Platform Application-----OA systems applied to schoolmanagement and the information management.Based on the above research, the problems which exist in Construction andapplication of informational learning environment of rural schools in Guangxi weresummarized, discuss, and make recommendations or strategies:(1)Seek multilateral cooperation, focused overcome the problem, the exchange ofexperiences to share, to intensify propaganda;(2) Teachers are encouraged to participate, relaxed open conditions, combiningforms, change their thinking;(3) In the form of task-related instruments issued, multi-party cooperation; (4) Strengthen advocacy efforts with the breadth and learning, improvinghardware conditions, making full use of the network to build their own learningspace;(5) Increase opportunities for practical operation, to achieve accountability, hiringthe someone.
