Abstract:As English Curriculum Standards for Senior High School points out, the main purpose of language learning is to master the language skills, which is the integral part of linguistic communicative competence. Along with the advancement of elementary education English curriculum reform based on the curriculum standards in the last decade, Changsha city also started its new curriculum reform and achieved some preliminary outcomes. However, some specific problems have emerged gradually with the further reform of curriculum. It forced us to introspect to the hindrance factors in the process of implementing the English Curriculum Standards, especially the implementation of language skill aims in the standards under the present situation. What students can do at a target level is the main content of language skill aims. It not only is advantageous to the study aggressive that transfers the student and contribute to the improvement of students’performance in their overall language proficiency but is helpful to evaluate students’learning quality scientifically and reasonably. This study selects three high schools in Changsha city as the research objects and uses the classroom observation in combination with case analysis and interview in teaching as the method. Case analysis is carried out in accordance with different types of lessons. The design of English teaching and their classroom generated are presented and analyzed through observation and description, and on this basis the similarities and differences about the situation of implementing the language skills in three schools are compared with the methods of comparison and reflection.There are many problems which separating the four language skills of listening, speaking, reading and writing.Such as students can’t properly identify different attitude according to different tone and extract information and ideas from the listening material.Based on the above issues in-depth analysis, many reasons are found that affect language skills implication in this paper. They mainly relate to the reasons, such as class scale, teaching resources, language environment, teaching methods. Therefore, the following measures can be taken to promote the implementation of the English Curriculum Standards and its reform: carrying out the small-size classroom teaching; watching the original English films to cultivate the students’listening and speaking skills; reading English newspaper and the classics English literature works to improve students’reading ability;"Using Hearing to promote writing"approach to improve writing ability; Using the integral language teaching method to promote the balanced development of language skills.
