The compulsory education for children of migrant workers has gone through nearly20years and has been "preliminary settled" since the promulgation of the first regulation for migrant children’s compulsory education in1996. However, under the "county-based" compulsory education management system, there is no consensus on the degree of problem solving and the difference of the migrant children’s compulsory education in different regions—which have huge differences in economy and society development—due to the lack of a unified assessment tool to reflect the status of the development of migrant children’s compulsory education. So, it is necessary to construct a Education Development Indicators System to evaluate the development level of migrant children’s compulsory education in different regions.Literature Review, Questionnaire and Interview were utilized for this research. Based on the analysis of policy texts, the investigation of current situation and the analysis of evaluation theory of migrant children’s compulsory education, this paper constructs a Education Development Indicators System of migrant children—include Educational Security Degree, Educational Equity Degree, Educational Enhance Degree and Educational Satisfaction Degree, adding up to37indicators—with the principles of problem-oriented, comparability, hierarchy, cross reference between totality and difference, combination of subjectivity and objectivity, and integration of comprehensiveness and saliency, adopting the way of using problem-oriented pattern and goal-oriented pattern as principal axis and combining inductive approach with deductive approach. Also, it uses the Analytic Hierarchy Process to analyze the indicators’ weight assignment, the Threshold Method to realize the nondimensionalization of data, and the Linear Weighted Sum Method to synthesize the Compulsory Education Development Index of migrant children. It is found that in terms of purpose, perspective and method of evaluation, the Compulsory Education Development Index of migrant children is different from the other three relevant education evaluation indicators systems.
