Nowadays, general education and cultural quality education are conducted separately in domestic colleges and universities. Some colleges and universities insist on developing cultural quality education, establishing cultural quality education base, compiling a complete set of books for cultural quality education and making the undergraduate cultural quality education be vivid and dramatic through regular special lectures, such as Huazhong University of Science and Technology, etc. while, some other colleges and universities study advanced educational idea from foreign countries and implement general education for their students and open general education college as pilot projects, such as Yuanpei College, Peking University, Fudan College of Fudan University, Kuang Yaming Honors School of Nanjing University and so on. Meanwhile, they have also published a series of teaching materials for general education and even established special general education management council to manage the development of general education in the whole university. At present, Chinese scholars’study on the inner relation and difference between cultural quality education and general education is still not deep enough. There is no uniform understanding about their similarities and differences in educational circles. Therefore, it’s necessary to conducts a deeper comparative study in educational circles.This paper selects philosophical foundation, historical development and curriculum provision to tease, analyze and compare the general education and cultural quality education; it takes the general education developed in Fudan University and cultural quality education fin Huazhong University of Science and Technology as cases for comparative study. Through documents analysis, comparative analysis, case study and other methods, it has clarified the similarities and differences between general education and cultural quality education and reached research conclusions.The paper could be divided into six parts:First part is the introduction of whole paper.First part is regarded to the source of this topic, current study condition in the word, purpose and meaning of the study, research though and method, innovative points and so on.Second part is study on university general education. This part mainly discusses the philosophical foundation, historical development and curriculum provision of general education; make certain its background of creation, connotation, and pursuant aims of education and curriculum provision of general education.Third part is study on university cultural quality education. It mainly discusses the background and reasons of cultural quality education and its process of development, philosophical foundation and curriculum provision.Fourth part is the similarity and difference of university general education and cultural quality education. It makes a comparative analysis of general education and cultural quality education from philosophical foundation, historical development and curriculum provision.Fifth part is case study. This part makes a comparison and analysis for the implementation of general education in Fudan University and practical exploration of cultural quality education in Huazhong University of Science and Technology; then it discusses the curriculum provision of general education (cultural quality education) in the two universities; at last, it makes a contrastive analysis mainly about the curriculum provision to verify the conclusion of above theoretical comparison or the conclusion of supplement theoretical study.Sixth part is the conclusion of comparative study between university general education and cultural quality education. This part is the sublimation of theoretical study based on case study in part five; it mainly selects the differences in curriculum provision to make a deeper study conclusion.
