With the knowledge-based economy ages, the development of modern technology, economy and society request higher education to cultivate specialized talented person who is spacious of knowledge background with good comprehensive quality. Comprehensive quality of college students to primarily include: Ideological and ethical standards, cultural quality, profession quality, physical and mental quality. Among them the cultural quality is the base of whole quality, from which the university's quality education is derived. Reviewing the history of science development and unfolding bigness influence for science, scientific knowledge, methods and spirit are important contents of scientific literacy in the university's cultural quality education.Anglicizing to the background and the education thought of STS education, surveying the intension and the objectives of scientific literacy, we can find STS education is consistent with scientific literacy objectives in a certain degree. As a cultural strategy in the world science education field, STS education is carried out to improve the science and culture of the whole society. It provides a new way for science education reform in the university's cultural quality education, seeking to improve scientific literacy of the university student.The study brings upped to set up the STS elective course in the university's cultural quality education for improving scientific literacy of university students. Under the goal of the cultural quality education and the principle of STS education, this paper discusses the feasibility and the efficiency to carry out STS education in the university's cultural quality education.Our research express STS education is a method to promote and realize the unification of general education and professional education, the amalgamation of science education and humanity education as well. It is a good complement to science education divided by traditional course nowadays. The objective, the content, the teaching method and pluralistic evaluation mode in practicing STS education take effort to improve scientific literacy of the university student. We believe STS education calls for our great concern, research and popularizing so as to make use of it in the university's cultural quality education and science education reform.
