In the new century, we have achieved tremendous progress in the cause of socialist construction, and the achievements in economy construction is especially remarkable. However, the economic development is unbalanced between the east and the west. To this end, the Party Central Committee and the State Council put forward the project of Western Development.Along with the advance of the Western Development, Ordos located in the west of China has achieved great development in economy.utilizing rich resources and preferential policies, thereby creating an amazing pace in economic development, which is called "Ordos Miracle". Along with this, Dongsheng District of Ordos City has also gained overall development in every cause of society. Ordos devoted a lot of manpower, materials and capital to promote the development of education. Therefore, the educational cause in Dongsheng District achieved rapid progress, especially in the hardware construction. Despite of the great progress in education in Dongsheng District, however, we must not ignore the problems and shortages during the development. It is obvious that teachers play a key role in the teaching activities. The most problems and shortages occur in the teaching staff. In particular, the educational value orientation of junior middle school teachers in Dongsheng District does not keep pace with the economic development, and many teachers have their educational value orientation stayed in the1980’s-1990’s. The phenomena such as corporal punishment on students, not settling down to their own works, accepting money and things from parents of students, treating students according to their family background, etc., exist in the teaching activities. The paper deeply analyzes the reasons of the problems and shortages occurring in the educational value orientation of junior middle school teachers in Dongsheng District in combination with the current social environment, economic situation and cultural tradition of Ordos, and proposes corresponding countermeasure based on the analysis, in order to contribute more or less to the development of education in Dongsheng District.
