Sino-foreign joint education has recently become a heat topic in China, in which the debate about "educational sovereignty" is the most sensitive and controversial issue. The past30years witness a relatively fast growing of Sino-foreign educational joint programs and institutions. Until September2013, the number of such educational joint ventures is up to1979. Apparently, how to understand the "educational sovereignty" is becoming an essential and ever important question, with regard to the establishment, development, and evaluation of these joint ventures.This paper explores the topic in five parts. The first chapter is the research overview of "educational sovereignty"; the second is the concept analysis of "educational sovereignty", especially from the concept of "sovereignty" and the historical origin of this expression; the third one is focused on the Sino-foreign joint education policy and problems, through which, a series of questions are being discussed. Such as,"what exactly are the fundamental rights given by the educational sovereignty?""Do the problems emerging from Sino-foreign educational cooperation mean that the "educational sovereignty" is being damaged?""What influence does educational sovereignty have in the practice of joint education?" We also talk about the confliction between the "educational sovereignty" and the principle of "academic freedom".The fourth chapter gives detailed discussion on Sino-foreign joint education cases-the "Hopkins Nanjing Center" and "NYU Shanghai". The educational practitioners working in these joint ventures tell us how such cooperation works and the idea and principle it needs in practice. The last part draws attention to other cross-country educational cooperation as well as making conclusions.
