The economic globalization and educational internationalization have given rise to strong incentives for schools at different levels worldwide to conduct various forms of exchanges and cooperation.In this new era,China's economic and social transformation is unfolding in an in-depth way.Hence,to cultivate highly-skilled talents with an international vision is the strategic demands raised by Belt and Road Initiative and the Great rejuvenation of Chinese People.In such a context,Sino-foreign cooperation in the tertiary vocational schools is developing in full swing.However,vocational education is a crossover endeavour.Sino-foreign joint vocational education is a newly-borrowed innovation and lacks well-established theoretical guidance and successful role models.The international cooperation in vocational education is nothing more than a carbon copy of that in higher education.As a result,its implementation is hindered by misunderstanding and predicaments of various sorts.What type of cooperative mode should Chinese tertiary vocational schools adopt in carrying out international collaboration? How to boost sino-foreign cooperation in tertiary vocational education sector in a real sense?It is on the basis of the above-mentioned questions and thinking that the researcher follows the pattern of “raising the problem-analyzing the problem-solving the problem” and employs a combination of questionnaire methodology,comparative research,case analysis and literature review.The author also applies the theory of synergistics to build the theoretical framework of the five-year sino-foreign cooperative mode in tertiary vocational education(hereinafter,the five-year cooperative mode)and explores the innovative theories and practices in this field,covering aspects such as historical development,empirical problems,reform objectives,international experience,theoretical models,practical effects,reflections,and improvement guarantees.Major research and findings are as follows:First,clarifying objectives of reform in sino-foreign cooperative modes.According to the research in the history and the status quo,most tertiary vocational schools adopt the conventional three-year mode.But this orthodox pattern faces the following problems: the uncompetitive foreign language ability of the graduates;the unsatisfactory percentage of the dual-diploma acquisition,and the inconspicuous improvement in global vision and cross-culture communication skills.In the context of globalization and changing circumstance,the objective of sino-foreign cooperative mode is to cultivate highly-skilled talents with a global vision and multi-cultural literacy.Therefore it is significant to conduct a research into how to innovate the talents cultivation modes and improve the quality of talents in sino-foreign joint education.Second,exploring international experience in sino-foreign cooperative modes by means of comparative research.There are an abundance of examples in educational internationalization.Among developed countries,this paper selects Japan and Australia as two examples the most worthy of reference,makes analyses of their vocational education system,educational internationalization development and experience,and concludes lessons that can be learned by sino-foreign joint tertiary vocational education: identifying reasonable objectives of talents cultivation,facilitating standard and cultural alignment,promoting synergy effect and resource sharing of multiple players,improving vocational education system,establishing consistent development channels for talents growth,earning support from governmental sectors and fostering an enabling policy climate in line with the international community.Third,building the synergistic educational mode of five-year sino-foreign joint tertiary vocational education by applying the theoretical views of synergetics.Based on the analysis of international experience,this paper introduces the theoretical framework of synergetics,applies its core theories such as order parameter,synergetic control principle,self-organization principle,and analyzes the development of the subsystems and elements of the sino-foreign joint education according to the law of synergetics theory.Guided by the order parameter of international talents cultivation,those subsystems and elements will get in order.This paper also designs the five-year cooperative model by taking into account its core elements and basic rules.It also puts forward the implementing strategy of trinity effect,which comprises multiple player cooperation,sino-foreign,secondary-tertiary curriculum transition,and coordination between the global and local culture.Fourth,verifying the reform effects of the five-year cooperative mode by means of case analysis and empirical investigation.Upon building its the theoretical model,this paper studies the case of Ningbo TAFE Institute,the first five-year sino-foreign cooperative tertiary vocational school in China.By doing so,it testifies to the successes and failures of this five-year mode.The case analysis shows that Ningbo TAFE Institute has successfully put to use the theoretical model of the five-year cooperative model,which is based on multi-tiered cooperative players,centered around the five-year talent cultivation system,and guaranteed by coordination between global and local culture,secondary education and tertiary education.This five-year talent cultivation mode also enjoys unique advantages in improving students' English ability,globalization-based skills,and cross-cultural literacy,and address the issue of under-qualification in the conventional three-year mode.Finally,putting forward improving strategies and securing measures based on the comparison between practical problems and the targets.On the basis of theoretical research and empirical analysis,this paper further analyzes improving strategies and securing measures of Ningbo TAFE Institute,and puts forward "three-dimensional coordination" mechanism composed of coordination between Chinese and overseas tertiary vocational schools,coordination between secondary and tertiary vocational schools,and coordination between tertiary vocational schools and universities.it also makes specific suggestions on advancing this five-year mode: first,encouraging innovative talents cultivation mode in carrying out sino-foreign joint tertiary vocational education,and upgrading the existing three-year cooperative program by means of transition from secondary education to tertiary education.Second,promoting international cooperation in schools or majors that have coordinated secondary education with tertiary education,thus increasing their appeal and scale.This paper starts with practical problems in the sino-foreign joint vocational education,makes reference to international experience and the theory of synergetics,and sets up a five-year synergetic model of sino-foreign joint vocational education.Then it studies the case of Ningbo TAFE Institute,and makes a review of the five-year cooperative program reform,reflects upon the empirical analysis of the outcome and hence puts forward guarantee mechanism of the five-year synergetic model.This is not only a case study put to use in practice,but also an academic exploration which combines theory with practice.The five-year cooperative model aims to improve the quality of skilled talents with a global vision.It has coordinated multi-tiered cooperative players,made the transition in sino-foreign,secondary-tertiary curriculum,and aligned the development of global and local culture.It not only breaks the bottleneck of single-tier coordination in the current sino-foreign joint education,but also extends its time span and broarden its effective scope.The conception and implementation of the five-year cooperative model not only expands the theoretical research of sino-foreign joint tertiary vocational education,but also provides guidance to its innovative experiments.
