| December2008, the State Council approved in principle "on the implementation of performance pay compulsory school guidance ", decided since January1,2009, the national implementation of compulsory school performance pay. December31in the same year, the Ministry of Education issued the "Guiding Opinions on compulsory school teacher performance appraisal work" asked the provincial education authorities to develop teacher performance assessment methods within the jurisdiction of the county education authorities to develop specific measures for implementation schools to develop implementation plans. Since the introduction of self-guidance, the implementation of teacher merit pay policy has gone through five years of compulsory education schools in all regions have pursued the full implementation of performance-based pay system and established their own measures for implementation of pay based on performance, to a certain extent, which improving the teachers’work motivation, retention of teachers, the quality of education. During the reform, some unfair formality and many other issues have been appeared, so research on what’s the purpose of the teacher performance appraisal and how to assess teacher performance and other issues is still a hot topic. The author attempts on this topic, based on teacher performance assessment study on domestic and foreign research results, performance appraisal of teachers conceptual definition of good practice and learn from experience at home and abroad, analyzes the status of teacher performance appraisal and make perfect suggestions to provide strategic support for the implementation of the performance appraisal district school teachers in City of Panjin.This thesis includes the introduction and four parts:Introduction:This paper introduces the research background and significance of current research, research methods and contents, and technical route of this article.Part I:Introduces the concepts of performance appraisal, including performance, performance evaluation, primary and secondary school teachers in the performance appraisal and related theories and methods.Part II:Analysis of the current situation of teachers performance appraisal, causes and inadequate in City of Panjin. Part Ⅲ:Introduction to major domestic and international experience and learn from them, including the key lessons from the United Kingdom and the United States and the domestic performance appraisal experiences from Wuhai City and Kunshan City.Part Ⅳ:proposed teachers performance appraisal improvement strategies, including clear targets school teachers performance appraisal system, establish a complete evaluation system, using appropriate performance appraisal method, to establish an effective communication and performance appraisal and performance feedback mechanisms and the rational application of the results of the assessment and job settings. |
