With the development of mass higher education, the teaching quality of highereducation has been concerning by society, government, parents and students. Collegesand universities have done some researches and practices, but less attempts in microlevel. This paper focuses on the research of university talents training target inspecific implementation situation in the teaching process, and then draw lessons fromthe United States for the effective teaching experience, in order that improve theteaching quality and realize the talents training goal of colleges and universities.On the basis of theoretical research on talent training goal, the author researchedand analyzed the current condition of colleges and universities’ talent training goal byusing self-made questionnaire. The survey found that the talent training goal in theteaching process has not been effectively carried out. Through the introduction for theoutcome-based teaching and learning, and drawing lessons from the ChineseUniversity of Hong Kong in the implementation of the outcome-based teaching andlearning, the author put forward some countermeasures for teaching reform in ourcountry.The thesis is divided into five chapters. The first chapter is a briefly introductionof research background, significance, status, etc. The second chapter is related to theconcept of goal, training target, talent training goal and education purpose, discussesthe process from education purpose to the concrete teaching, and expounds theteacher’s training target consciousness. The third chapter analyzes the status quo oftalents training target. The survey found that teachers insufficient understand theministry of education, and school’s talents training goal; professional course and othercourse teachers superior to the public basic course and elective course teachers onteaching goal orientation before class; in judging students learning effect, teachersemphasis on summative assessment, ignoring formative assessment; in the evaluationon students learning effect, teachers less expand around the talent training goal, etc.And then, the fourth chapter introduces the related concepts and characteristics of theoutcome-based teaching and learning method and implementation steps. This paperdiscusses the implementation of the Chinese university of Hong Kong for theeffective teaching experience. The fifth chapter gives countermeasures to promote theimplementation of the talents training goal.
