Normal colleges and universities, as one of the closest partner of primary and secondary schools, participate in the education reform in primary and secondary schools more frequently. They have professionals with high quality of literacy and knowledge, complete training system for normal students as well as more sensitive academic theory perspectives. Those particulates of normal colleges and universities their own enable them to be qualified to join the education reform. Also those advantages make education reform more scientific, effective and practical. From the perspective of normal colleges and universities participating in education reform in primary and secondary schools, this essay has done some research on the current situation of the participation and found out the problems and possible causes. Meanwhile, the author also puts forward the corresponding countermeasures from the perspective of mechanism to guarantee, improve and accelerate the effects of normal colleges and universities participating in primary and secondary school education reform.From the five aspects-intention, content, effect, factors and methods of normal colleges and universities participating in education reform in primary and secondary schools, this essay conducts questionnaire and interviews to well understand the currents situation of participation and concludes that less-than-ideal effects resulted from several factors, such as the government, the society, the primary and secondary schools and the normal colleges and universities themselves. Then the author proposes the corresponding countermeasures respectively, including mediation participation of the education administrative department, safeguard mechanism of the relevant government departments, government regulation, communication and consultation in between, effective feedback evaluation system, marketing model of education reform experience, education resources sharing platform and interests or benefits allocation system and so on. This essay integrates and collates those measures and methods to fully guarantee the participation and eventually form the running mode of normal colleges and universities participating in education reform in primary and secondary schools with both theoretical basis and practical significance.
