That American is the most developed country in the world is inseparable fromtheir paying attention to the career and technical education (CTE). CTE is aneducation system which mainly prepares the youth and adult for their employmentand further study.CTE aims to provide guidance to students’’ career exploration, andto improve the comprehensive quality and occupation skill of students throughoccupation education activities. American government has been supporting thedevelopment of CTE, because they know the importance of labor educationinvestment and it’s the key to American international competitiveness and theirstudents’ future career. Because of the close relationship between CTE and CTE acts,the congress has been committed to developing national labor laws to resolve somedifficult social, political and economic problems. In the reform process of the CTE,CTE acts, from1917the“Smith Hughes Act”to2006“Perkins Career and TechnicalEducation Act”are like a baton, guiding American CTE reform step-by-step. However,the research of American CTE reform is not systematic enough at present. As adeveloping country, China is at a stage of social transformation, and is also facing animportant task in the vocational education reform.In order to better learn from USAexperience, it’s necessary to study American CTE reform. Focusing on the content,measures, purpose and direction of CTE reform, along with case studies, this paperwill study the reform of American CTE thoroughly and systematically,which willprovide some important experience and enlightenment to China’s vocationaleducation reform. This paper consists of six parts. The first part is an introductionwhich emphasize on the international background and the current situation of thedevelopment of CTE,and attempts to illustrate the significance and innovation of theresearch in this paper, and the idea of the research method. This part also lists the research of our country and foreign countries on this topic. The second partintroduced the background of American CTE reform,including the involvement ofCTE concept, the development of Perkins Act,the present situation and developmentof CTE and its reform social background. The third part emphasized on the goal,contents and basis of CTE reform, and summarized the main programs and measuresof CET reform, including curriculum integration, professional development ofteachers, CTE cooperation among other sectors of society, and career counseling andguidance, which is highly concerned in CTE. The forth part is the implementation ofCTE reform on the state’s level, along with3typical case studies. The fifth partsummarized the results, characteristics of CTE reform in American. This part alsopoints out the challenges of CTE reform from different aspects. The last partsummarized the inspiration of American CTE reform to China’s vocational educationreform.
