Problem-Based Learning (referred to as PBL) is a kind of teaching mode which is coincide with currently advocated constructivism learning theory and the new mathematics teaching idea. At present, in the mathematics teaching of our country, most research achievements of PBL teaching mode is just the introduction of foreign theory and the discussion of application effect. It lacks system research about the model implementation strategy. The implementation tactics of the teaching mode is the middle range theory between teaching theory and teaching practice. It is the medium of theory and practice, so it is necessary to learn the essence from the practice,to find the effective implementation strategy.It can be concerned that, the action research of the strategy of PBL mathematics teaching mode in the primary school is not only have the theory value but also have the practical significance.In this paper, the strategy of PBL mathematics teaching mode in the primary school is the research object, is based on the guidance of the modern education theory and the level of combination of theory and practice, in order to study using by the educational action research method. The action research has two rounds and each round contains four links,which are plan, action, observation,and reflection. There are five different subjects of PBL mathematics teaching. Through the analysis of class observation and physical data, due to the lack of systematic research on PBL implementation strategy, we could find that there were some problems in the first round. The problems were as follows:1. The development of PBL "problem" i s the problem which the teacher have encountered;2. The reading ability of students is low;3. The problem solving table is not suitable for the students;4. The cooperation consciousness of students is low;5. Teacher is too much emphasis on "life teaching" and ignore the "mathematics teaching". In the action research of the second round, in order to solve these problems, the paper takes measures of improvement and validated the effectiveness of the measures. Based on the above practical experience and previous theoretical results, the paper carries out a strategy systematic study of PBL teaching mode. The model flow is the reference point of the implementation of strategies. The full strategies as follows:the strategies of development of the PBL "problem"; the teaching strategies of the class opening teaching; the teaching strategies of putting forward "problem"; the teaching strategies of building problem solving framework; the teaching strategies of collecting and collating information; the teaching strategies of organizing solution of the problem; the teaching strategies of reflection and summary of the class.In the end, the paper comes to the conclusion of the study and gave the research prospects. The conclusions are:(1) The strategy of PBL mathematics teaching mode in the primary school is always a process of "optimization" and dynamic;(2) The construction of teacher and students learning community is the key factor influencing the strategy of PBL mathematics teaching mode in the primary school;(3) In the PBL mathematics class in the primary school,"live teaching" can not always replace the "mathematics teaching"...
