Analyszing The Value Tendency Of China’s Population Birth Policy

Any policy must contain a value choice of policy subjective, and reflects the policy subject and object of policy values and interests. Behind some policy issues, policy values, is the guiding role of policy values. The value orientation of policy can produce a positive or negative guide, which should attach importance to it. Under the severe population situation in our country, and the influence of population production theory of Marxism, the value orientation of China’s population policy generally is to follow the efficiency of orientation about the social development efficiency. Then the government gradually pick up the "fair" value concept with the awaking of civic consciousness and more and more unfair phenomenon. The formation of the value concept has a profound cause, including traditional fertility culture under severe conditions of population, the thought of "efficiency firstly" from era of planned economy, and the low efficiency of China’s population birth policy. These result a series of problems, such the imbalance between efficiency of fairness, the conflict between national interests and personal interests, and policy is not fair to different target group. Aiming at these problems, the author put forward some solutions, trying to achieve a balance between efficiency and fairness, the interests of the state and theindividual, also achieves a balance between different policy target group.
