Competitive countries in the21st century are the competition ofcomprehensive national strength. This talent is the important of key，what’smore， talent prerequisite decide the merits of another person’s qualities.Ideological and moral qualities are the soul of personal qualities. Ideologicaland moral qualities of the cultural quality of people，quality of professionalskills，physical and mental quality with guidance and supervision. Collegestudents are the future hope of the nation motherland; they not only related tothe quality level of personal development but also related to the success ofChina’s socialist construction directly in the new century. With the continuousdevelopment of social change and social conflicts，ideological and moral qualityof university students is continuing the process of development. At differenttimes exhibit different characteristics.There are method of combination between literature and history in thisassay， and on the basic of arranging large of history documents and writings，analysis the factors which affect college student’s ideological and moralqualities on different periods，summarizes the performance characteristics of theideological and moral qualities on different periods，Attempt to summarize themoral quality of students since the founding characteristics change，experienceand inspiration.This assay concludes6chapters，firstly this assay divide the history sinceour founding into early days of new China，reform and opening-up period andnew century. The second chapter narrates the characteristics of college students’ spirit ofpatriotism-advocating and internationalism-advocating， high politicalenthusiasm and consciousness and gracious socialist moral standards in theearly days of founding. The third chapter describes characters of collegestudents’ ideological and ethical standards after the reform and opening-upwhich include the digression of authority thoughts in consciousness，awakening of self-conscious， In-depth understanding of socialism and indistinction of ideals and beliefs. The forth chapter indicates characters of collegestudents’ ideological and ethical standards in new era includes positive andaggressive outlook on life and keeping up political enthusiasm，and point outsome existing problems. The fifth chapter on the basis of analyzing thehistorical materials，I find out that in the development of college students’ideological and ethical standards， economic base act as leading role，ideological and political work function as guide，excellent and healthy cultureplay a permeation part. And accordingly put forward the inspiration ofpracticing long-term mechanism of Socialist Concept of Honor and Disgrace，establishing educational pattern of ideology and politics with Chinesecharacteristics， and strengthening the culture soft power to improve collegestudents’ ideological and ethical standards.
