Research Universities Management Of Official Vehicles

The management on the three public expenses and the official vehicles draws thepublic attention recently with the economic development, and also the demand ofimpartiality and equality. Although there are many investigations on the problem of officialvehicles, the achievement is insignificant. Since there is no explicit regulation on the usageof the official vehicles from Ministry of Education of the People’s Republic of China, everyhigher education has its own rules and regulations, which are unclear and not wellorganized. This study investigates the problem of management of the official vehicles. Thenovel strategy for official vehicles management is proposed in order to increase themanagement efficiency and reduce the expense. ConsequentlyThis study first analyze the problems of the management of official vehicles by studyingthe higher school in Guangzhou. The reasons can mainly categorized into the following fouraspects:1) the incomplete system of official vehicles usage;2) the incomplete public financesystem;3) the incomplete law;4) the lack of legislation and supervision.The problem of the management of official vehicles is analyzed theoretically by usingthe theories of public management and public budget, public selection, public resourceusage. By combining the theoretical strategy and the case study of the higher school inGuangzhou, the official vehicle management strategy which establishes the organization tomanage the usages official vehicles is proposed for higher schools. The proposed methodcan solve the problem of the management of official vehicles efficiently, reduce theunnecessary usage of the official vehicles and monitor the public funding.
