Budget management is a very important part of the kindergarten funds management, budget management effects on the normal operation, and achievement of the recent and long-term goals of the kindergarten. Based on the current situation of public preschool elaborate budget management system of Beijing, this article took Beijing DY kindergarten for example, analyze the problems and causes of its budget management. Then this article made optimization suggestions of budget management for Beijing public preschool system.The idea of this article is: ask questions, analyze and solve problems. First, the purpose and significance of this paper briefly stated, secondly on the basis of typical survey, combined with comparative analysis of previous research results indicate, Beijing kindergarten DY problems in budget management, analyze the causes and propose solutions, in order to establish an effective budget management, preparation, implementation, evaluation system.There are five chapters of this article, the relevant contents of each chapter are as follows:The first chapter, introduction. Purpose and significance, research content and methods of the articles.The second chapter, budget management of Beijing public preschool system. Mainly from the situation, the budget management of public preschool education system as a whole will be summarized.The third chapter, the Beijing public preschool system budget management problems and its reason. Budget management problems mainly include: budget management did not give full play to the role, the quality of budget is not high, the enforcement budget is not enough, the lack of budget assessment evaluation and supervision. The reason the budget management problems include: budget management is not strong enough to participate in all departments; Budget Report setting is not comprehensive enough; budget is not enough detailed and lack of monitoring of the implementation process; budgetary accountability for performance evaluation system missed and so on.The fourth chapter, Beijing public DY kindergarten budget management analysis. From public profile Beijing DY kindergarten, Beijing public DY kindergarten profile, Beijing public DY kindergarten funds, Beijing DY public kindergarten budget management, Beijing public DY kindergarten budget management issues in-depth description and analysis.Chapter five, optimizing proposal of budget management of Beijing public preschool system. Through the analysis of public preschool system in Beijing and causes of these problems, targeted optimization measures and proposals put forward: early childhood education should firstly establish a sound system of comprehensive budget management; do the basic work of budgeting well, detailed budget preparation steps; secondly enhance the transparency of the budget, give full play to the role of internal and external oversight, emphasizing the process of budget implementation requirements must be strictly carried out, to maximize the effectiveness of limited resources; and finally establish a sound and effective budget management and evaluate the implementation of the budget, in order to truly enhance the effect of kindergarten budget management.There is important theoretical and practical guidance value of the results of this study to improve the financial budget management of Beijing’s public preschool system.
