Research On The Improvement Of Budget Management Of Changsha Environmental Protection College

Higher Vocational education is the main part of nation's higher education system.With gradual attention to higher vocational education,it has been greatly developing and expanding in recently years.Meanwhile,public-run vocational colleges appear a great variety of financial disturbance and management problems in its highly developing process,especially a problem of budget managements.At present stage budget management of public higher vocational colleges lead to a series of problems in budget knowledge,budget system,budget preparation,budget execution and budget control.The purpose of this study is aimed to make the public higher vocational colleges improve their budget management level and give full play to the budget of the biggest benefit.This paper introduces the related theories of budget management in China's colleges and universities,exampling the background of a representative Changsha environmental protection college,presenting the whole process of budget management of Changsha environmental protection college,combining the related theoretical knowledge of budget management,using the relevant studying method to summarize the current situation and existing problems of Changsha environmental protection college.According to the existing problems in Changsha environmental protection college,we take a deeply intensive analysis to the reason of problems which are budget management and strategy,budget preparation,budget execution and control,budget assessment and reward system.Finally,this paper puts forward corrective solutions to the budget management of Changsha environmental protection college on the basis of the above analysis,including improving budget management target system,optimizing budget management preparation system and budget execution and finally strengthening budget assessment and reward system.This paper aims at providing some references for other situations of vocational colleges to enhance their budget management level and to further improve the budget management level of higher vocational colleges in China.
