How to manage and make use of fiscal revenues well and how to guarantee to obtain maximum economic and social benefits has been the common concern of every university.At present expenditure for higher education has been an increasingly larger proportion of national income, so government and universities put the utilization of the fund for higher education in the adjustment of Government Procurement Law The use of a large amount of fund can also comply with Bid system so as to improve the transparency of the use of fund and strengthen state supervision and social supervision in the process of enforcing bidding. However, the use of fund invested for universities has its special side, such as being very professional and having timeliness, so how to supervise and manage the efficiency of fund utilization invested for universities will be a great challenge.Personally, I think the best supervision comes from the improvement of the bidding system itself. This paper focuses on how to consolidate the construction of bidding system and establish operating criteria meeting the demand of the development of the universities themselves. It is no doubt that the improvement of the bidding system is a gradual process of long term, so in order to perfect the bidding system, in every stage of universities bidding, find the existing problems and improve the system in terms of their sources and reduce human interference to purify corruption soil in all universities.Undoubtedly, I think the improvement of system should be based on this process: that is to say, first supervision by man gives place to system supervision, then establish and supervise system by man. Focusing on this process can put forward feasible regulations and system and function as an adjuster of social relations by giving full play to the initiative. However, best regulations and system are enforced by man. Enhancing the education of professional ethics for the personnel of bid in universities can also be a way of supervision, because professional ethics are a necessity for a society in order whose content is decided by the relationship of economic interests.This paper can be divided into six parts. The second part defines the applied scope of government procurement and bid policy, pointing out that bid plays an important role in universities and emphasizing the importance and meaning of enhancing the bidding supervision. The third part discusses the importance of enforcing the Bidding Law in universities. Based on the fact in the process of development of universities, attach much importance to the combination of the Bidding Law and Universities. The fourth part elaborates the existing problems in the process of bidding in universities. Finding out the problems is a prerequisite for enforcing the Bidding Law correctly. The fifth part shows the status quo and drawbacks in terms of the bidding supervision in universities. The last part as a conclusion figures out a way to improve the supervision system and put forward some suggestions.
