Bidding And Risk Management Research In Energy Consumption Monitoring System For Colleges And Universities

With the rapid economic development, the recruitment of students scale growing recently, higher education has been the "elite education" into the "mass education". The rapid development of mass education, not only to promote the teaching management of higher education reform actively, but also to forward requirements in infrastructure and resources security higher. In order to improve educational condition and living environment, colleges and universities construct many engineering projects, provided convenient to teachers and students. However, lack of professional project management personnel and its management insecurity pattern, make the project management has many problems and risks. So it is great significance to improve the efficiency of project management, reduce the risk in construction process in colleges and universities.Discussed the theory of project management development of application systemly,this paper expound the connotation and characteristics of project management, analyzes the deficiency of the existence of the engineering project management in colleges and universities, emphasizes the necessity of the reform of engineering project management in colleges and universities. Based the project management and related management theory system,the energy consumption monitoring system as the object, using the project management,the paper further points out that the project preparation, implementation and completion stage of the project management requirements, application of analytic hierarchy process to fuzzy comprehensive evaluation method to establish the bidding evaluation index and evaluation model, combining with the actual energy consumption discussed in monitoring system for the practical application of project risk management. This paper discussed the project management in colleges and universities has strong practical significance to improve the level of engineering project management in colleges and universities have a certain guiding role.
