The demand for specialized personnel has begun to diversify for the continuous deepening of the reformand development of society, which not only need the specialists with high-level、high-tech、sharp skilled,but also need a large number of application-oriented talents.For the reasons, we requires a diverse highereducation system to develop diverse talent, which is also an important direction for future reform of highereducation in China. According to Ministry of Education statistics, the end of2011, China had1,129regularundergraduate institutions,712of which is local undergraduate colleges, accounting for63.1%of the totalnumber of ordinary colleges and universities.Therefore, the local universities have become the main force ofthe Popularization of Higher Education, and have the responsible for training diverse talents.Although the majority of local undergraduate universities currently have established the concept ofundergraduate education, and have also been a certain consensus of training the senior applied talents as itstraining objectives, there are many local undergraduate universities generally also implemented the traditionalacademic talent training mode, such as "taking the attention for scientific Research","lighting the studentspractice", especially reflected in the in-depth teaching culture, which seriously affect the quality ofapplication-oriented talents. Therefore, the existing culture of innovation where teaching undergraduatecolleges and universities have become an important theoretical and practical issues in the restructuring anddevelopment of local universities. In this paper, we will explore the theory of college talents from the localuniversity undergraduate orientation by revealing the particularity of Teaching culture in local university.Then Ningbo universities as the example, through surveys and interviews empirical research to find a place toundergraduate teaching and cultural issues that exist in practice and in-depth analysis of its causes, and finallyproposes to construct a new teaching culture at Local Colleges strategy. This article includes the followingsections:Chapter1Introduction. This paper mainly describes the research background, research status andsignificance.Chapter2The analysis for the theory and factors of Universities Teaching culture. Defining the conceptof "teaching culture"、"Universities Teaching culture" and to elaborate the connotation, architecture andfeatures of Universities Teaching culture; Secondly, describes the relationship between local Universities andfactors.Chapter3The analysis for the problems and constraints of current universities teaching culture.Analyzing the current universities teaching culture problems to combing Ningbo three universities studentsand teachers questionnaires and interviews; Secondly, analyzing the universities teaching culture factors fromthree levels of teachers, schools and society. Chapter4Reconstruction of universities teaching culture strategy and proposals. For existing problemsand constraints of universities teaching culture, the author proposes a reconstruction strategy of universitiesteaching culture.
