Because of the influence ofsociety and economy, safety management of the school bus exists many problems oflacking of unified management mode of school bus operation, difficult implementing thestandard of school buses, serious overload phenomenon of illegal school bus",unestablished effective and reasonable management system, the frequent school busaccidents because of saving costs. Therefore, it needs practical and feasible solutions toimprove school bus safety management system and fully guarantee children’s safety.Studying on school bus safety management system is beneficial to the development andimprovement of school bus management system, and also advantageous to the healthy andorderly development of school bus business, at the same time, it specified therights,obligations and responsibilities of the government, school and family,make themjointly build up a healthy and safety education environment to promote the development ofeducation and built a harmonious society.This paper aims at study the school bus management system from various angles Withthe analysis on the present development of school bus management system in China tofound the problem of school bus management system and analyzes the deep reason.Learning from advanced experience of foreign school bus management to put forwardsuggestions and measures of perfecting our country’s school bus management system canhelp providing new ideas of the improvement and development of school bus managementsystem and safety management.This thesis is divided into five chapters, the first chapter is exordium which containsresearch background, purpose and meaning, at the same time, it also introduced the maincontent and writing thoughts of the paper. The second chapter clarify the theoreticalfoundation of the school bus management system. Through the brief introduction of the related concepts of bus car and bus car management and analysis on the relationshipbetween the school bus management and various departments, it provides theoretical basisand support for below. The third chapter is the analysis of present situation, problems andthe causes of problems of school bus management. Basised on these, the paper summarizesthe existing problems in the current school bus management system, and look for thedirectly cause of affecting the school bus safety. The fourth chapter point out theexperience and enlightenment of school bus management both at home and abroad.Through introducing the experience of foreign school bus management system such asUnited States, Germany and Japan and other countries, to provide reference and help ofimproving and perfecting of our country’s school bus management system. Chapter5bymeans of dynamic analysis of school bus management system in our country, on the basisof following the corresponding principles,to further clear the goal of reform, and thencombined with the actual national conditions in China to develop a school busmanagement system with Chinese characteristics. This part based on the above discussionand research, puts forward new ideas about establishing new institutions for school busmanagement system and advices of optimizing the legal system of school bus.
