In order to support the development of compulsory education in the21st century, thegovernments have implemented the new security mechanism for the rural compulsoryeducation funds in field of education, including the school of safety engineering, thenutrition improvement plan and a variety of the Huimin policy. The compulsoryeducation Huimin policy have not only reduced the family economic burden in duringcompulsory education, but also supported the normal operation of the primary andsecondary schools, especially in the normal operation of the rural primary andsecondary schools, at the same time, the policies assure the normal development ofcompulsory education in China, and them get the understanding and support from thewhole society, in turn, producing significant social benefits. It is the guarantee to set upthe policy regulation mechanism which is scientific, systemic, standard and strictobligation for effectively implementing compulsory education Huimin policy, as well asthe important guarantee of social benefit from compulsory education funds.In order to further understand the supervise condition of compulsory educationHuimin policy in every county, in this study, we take the Gansu province as the example,whose Huimin policy was implemented. Six counties were selected and the on-the-spotinvestigation interview, observation and policy analysis were used in this study, aimingat making a comprehensive analysis for compulsory education and Huimin policysupervision mechanism in the various counties.Through comprehensive report material and field interviews analysis of all countiesin Gansu province, the study found: in order to strengthen the implementation of theHuimin policy of compulsory education in Gansu Province supervision, the leadingorganizations were set up, the the main responsibility for supervision was confirmed,and the area management system was produced according to the central and Gansuprovincial management system. However, from the normative, scientific, reasonable andother aspects, the current compulsory education Huimn policy exists some problems, forinstance, all the supervision bodies collaborative work mechanism is not perfect, thenumber of regulators and the quality can not meet the increasingly complex needs of miscellaneous supervision work, and lack of social supervision in the countysupervision system; In the field of supervision system, the publicity of compulsoryeducation is not in place, the financial system was not effectively implemented, and themanagement modes of rural school funding were various, and the supervision isdifficult; in the field of administrative accountability system, there are some problemsuch as the lower level laws, the vacancy of subject, and the less form.This study based on the four elements of compulsory education Huimin policy ofregulatory mechanism, improvement from the following three aspects. There aspectswere suggested as followed in view of the existent problem of the compulsory educationpolicy the regulatory mechanism.Firstly, it needs to perfect the compulsory education Huimin policy at the county levelor regulatory body, and straighten out the relationship between the supervision of themain subject. Then Reasonable division of the supervision authority, improvement thecollaborative work mechanism of supervision; appropriately increasing the number ofregulators, improvement financial supervision personnel quality; opening the mainsocial supervision channels, enhance the social awareness of supervision.Secondly, reinforce the propaganda of compulsory educational Huimin policy, strictlyimplementation of the related financial system. Enhance the publicity of the compulsoryeducational Huimin policy, improvement the familiarity degree all the supervisionbodies on policy; strictly implementation of the related system of financial management,management behavior;standard budget management mode in rural school, establishmentfund management united mode.Thirdly, improvement the accountability system policy of administrative compulsoryeducation, increasing the power of the administrative accountability. Introduction ofadministrative accountability law, improvement the law level of administrativeaccountability; perfect subject of administrative accountability, and the formation ofmultiplex subject of administrative accountability system; a sound administrativeaccountability, perfect responsibility type of administrative accountability. |
