Research On The Supervision Mechanism Of The Government Investment In The Compulsory Education

It's the most important for our country to make widely available the nine years' compulsory education. Our rural compulsory education has obtained huge achievement after foundation. However,it also faces many problems among which the most outstanding one is the supervision mechanism of the government investment in the rural compulsory education,such as inversion between the corpus and guest body, mixture between supervision duty and power, tediousness on the supervising circulation way, lack a necessity of coordination in supervision, weakness for supervisionsanctions, without complete supervision laws, unhealthy supervision mechanism etc.The emergence of these problems reflect that the supervision mechanism of the government investment in the our compulsory education is still not perfect from one side and the original supervision system can't support the healthy development of the rural compulsory education completely.Based on the analysis of the problems about shortage of our rural compulsory education and weakness in government supervision, this thesis uses documentary method, investigation method, analytical method and so on. It puts forward enhancing the power stipulation, perfects decision and work supervision, carries out people supervision, strengthens the authority and control for the supervision organization, strengthens the system construction and exerts the function of the public opinion' supervision and so on. It also puts forwards suggestions which enrich the supervision mechanism of the government investment in the compulsory education through enforcing the law consciousness of the exaltation and inspector in higher education, exercising supervision duty seriously by the NPC and speeding to reform the education budget management system and so on. In addition, it also puts forward to analyze completely for the principle of the supervision mechanism of the government investment in the compulsory education.This thesis investigated and analyzed the supervision of the government investment in the compulsory education. It proves the outstanding problem existing in the government's investment of compulsory education, and the supervision mechanism of the government investment in the compulsory education is still not perfect. Therefore, it is quite necessary to build up a perfect supervision mechanism of the government investment in the compulsory education.
