Preschool education is an important part of basic education, simultaneously,it is also a momentous public welfare establishments and livelihood projects. Thedevelopment of preschool education to the promote children’s physical and mentaldevelopment has its important significance. Since the reform and opening up,China’s social economy has obtained significant achievements, in the meanwhile,preschool education also develop constantly. Preschool education of L City hasobtained some certain achievements after the reform and opening up. Recallingthe development of L City preschool education in the past thirty years, we can seethat the developments of L City preschool education are closely related to policies’formulation and implementation.In this study, through the literature method, historical research method andinvestigation method, making the pre-school education policies of L City as theresearch object, Selecting about preschool policies texts in the nearly thirty yearswhat enacted by nationality, Gansu Province and L City since the introduction ofreform and opening up, then based on the current situation of the policyimplementation in L city, the author combings the historical trajectory of the textsof preschool policies and the preschool education situation under thecorresponding policy implementation. And explore the characteristics of the localpreschool education policy, specific implementation measures and the reasons ofthe effective implementation of preschool education policies. Simultaneously,reveals the problems and difficulties that exist in the process of preschooleducation policy implementation, and try to offer some effectiverecommendations for the formulation of L City preschool policy. Thus, providereference for Ethnic Region about the reform and development of preschooleducation.According to the development history of the preschool education ofnationality, Gansu province and L City and the situation of reform anddevelopment of policies, the evolution of preschool education policies can divided into four sections: The first section is budding stage of preschooleducation policies (1978-1989year). Recovery, promotion and development hascome in being passive adapt to nationality and Gansu province preschooleducation policies, the L City has to enact their own interrelated preschooleducation policies and implementation measures since the reform and opening.The second section is the support and development of preschool educationpolicies(1990-1999year).The policies of the reform of education systempreliminary exploration period, the L City from passive adapt to State preschooleducation policy to initiative formulate policies what is suitable for thedevelopment of its preschool education. The third section is the phase ofpreschool policy normalization (2000-2009year).Establish education system andpreschool education policies what adapt to the socialist market economic systempursue scientific and standard in the development of preschool education. Thefour section is that preschool education policies tend to the transition oflegalization(2010-2014year).In the phase of further education reform anddevelopment, the main task is to promote three-year action plan widely andgenerally improve the quality of preschool education.Throughout the development and the effects of implementation aboutpreschool education in L City, although the results were obtained, there is a gapbetween policy formulation and reality. In this paper, after analyzing thebackground of enacting and implement achievements in each section, we canobtain some enlightenment to perfect the preschool education policies in L City.
