Ever since21century comes, there is an important factor affecting the way people to live and communicate, and this is so-called MASS MEDIA. MEDIA WORLD has become an agent of this media diversified development. Modern people were educated not only by school and family but also by different modes of mass media, that’s because mass media is here, there and everywhere, furthermore mass media has change people’s value and their lives.CULTURE and DISSEMINATE has been banded together since the two words were created, so that especially under the information age, no matter what kind of culture was made and developed which can be considered as a disseminating course. During different modes of cultures interacting with each other in the information age, cultures have impacted and confronted against each other, then they have learned from each other and mingled to each other, lastly they have shown their own character and differences to each other. The information has been copied in quantity and the media technology has been developed to the higher level, that made the culture has been spread deeper and wider. Natural national culture has been impacted by the new media power and over came the limits such as poor geographical condition, poor material condition, and so on. The national culture has been impacted by the main stream culture with no prepare.The importance of media leaded us to a fact which the main body of spreading culture has to contact the media, know the media and use the media. As far as the dissemination of minority culture was concerned, the media literacy of the certain minority culture to the minority group has been considered as the main element which determined the dissemination of the minority culture in the new media age.Kelao culture was a bright pearl in Chinese minority culture. Since the development of the material level in Guizhou Kelao area, the mass media dissemination has been developed there rapidly. Within the progress of the culture, minority culture has been impacted and is losing its own character little by little. Kelao culture needs to be protected, inherited and widely support to spread this wonderful minority culture in the new dissemination age.The high school students are the future of Kelao people with the mission of inheriting their own culture. The dissemination and development of Kelao culture depends on the media literacy of the high school students in the new media time. This thesis chose the typical Kelao high school students from3different high schools in Daozhen and Wuchuan, Guizhou province, as the study objects; and to study the media development of youngsters’media literacy interacting the Kelao culture. In this thesis the development status of the media literacy development was investigated, the relationship of Kelao culture and youngsters’media literacy was stated clearly. How to develop and inherit the Kelao culture and main stream culture together was discussed, and it would be an example to disseminate and protect other minority culture.
