Based on the scientific performance appraisal, merit pay refers to making comprehensive examination and evaluation on the work performance, attitude, skills and other aspects of employees so as to determine the staff salary. Since the reform and opening-up, china has carried the personnel system reform, the axis of which are the social security system reform and the wage system, under such circumstance, wage system reform focusing on the performance pay system began to be widely appreciated and implemented. On January 1,2009, a "guidance to pay for performance on compulsory education school" sponsored by the Ministry of Human Resources and Social Security, the Ministry of education and the Ministry of Finance came into effect, according to this, provinces made operational plan of their own, the activities of teacher performance pay spread to nearly every compulsory education school. It has been a year since the teacher performance is put in force; nevertheless, teachers gave mixed comments on it. It’s imperative to determine whether there is an improvement or deterioration of teachers’ income, whether teachers are encouraged to yield better performance. The investigations concentrating on these questions are of academic and practical significance.Confined to limited research time, energy, material and capacity, as well as the shackles of the objective environment, the writer has to focus on the school teachers from micro perspective, giving up the comparative study on the macro-regional level. This study follows the logic of hypothesis testing, making use of quantitative research methods, in order to mold a more comprehensive view on the analysis of current situation of compulsory school performance pay, preventing to be too biased.This paper makes a questionnaire study on 5 schools of Shashi District, Jingzhou City, Hubei Province, collecting 137 effective questionnaires. Adopting the logic model of merit pay-job satisfaction-job performance, the author is making factor analysis, reliability test, ANOVA, correlation and regression analysis by the use of SPSS 16.0. This research aims at discovering the fact of teachers’ performance on the condition of merit pay policy, and makes some conclusion confirming the previous hypothesis. The main conclusions are:work performance of teachers can be divided into two compositions: task performance (TP) and contextual performance (CP), both of which are significantly correlative; the increments and distribution pattern of performance salary significantly affected the work satisfaction of teachers; teachers’work satisfaction pose a positive effect significantly on work performance of teachers; the distribution pattern but increments of performance has a significant correlation with teachers’work performance.Having made some empirical results of the changes of teachers’performance under the implementation of merit pay, the paper is putting forward several corresponding reflections and discussions.
