With the continuous development of the global economy,the economic strength of many countries has been enhanced.However,terrorism has also spread to the world along with economic globalization.Due to the different definitions of terrorism,the current international law does not provide a unified and appropriate definition of terrorism,leading to differences and disputes in the process of opposing terrorism worldwide.First of all,on the basis of understanding the definition of terrorism and extraterritorial force against terrorism,this article analyzes the causes of extraterritorial force counter-terrorism through the new trends in the development of terrorism and the inadequacies of traditional anti-terrorism measures.It also makes anti-terrorism out of extraterritorial force.Necessity is explained.Second,although terrorism has not been recognized by the international community,it does not mean that there is no relevant international legal basis.Through the study of the UN Charter,UN resolutions,other conventions and declarations,etc.,this article notes that the relevant provisions provide a series of basis for extraterritorial force against terrorism.In fact,there are many difficulties in solving the problem of anti-terrorism by extraterritorial armed forces,which are mainly reflected in three aspects: the lack of a unified concept definition of terrorism,the lack of a sound and unified anti-terrorism law,and the conflict between armed anti-terrorism and human rights protection.Finally,all countries in the world should pay attention to solving the problems existing in the practice of anti-terrorism by force and improve the international conventions through the following three approaches:the construction of a comprehensive anti-terrorism convention,the promotion of the signing of regional anti-terrorism bilateral or multilateral treaties,and the strengthening of a force-based anti-terrorism mechanism with the United Nations at its core.
