“ONE BELT ONE ROAD” as China’s current top strategy, crossing Europe,Asia and Africa, involves 65 countries and regions, 4.5 billion people and 38.6trillion dollars, making up 63% of the world’s population and 53% of economic output. With the advance of “ONE BELT ONE ROAD”, the financial system is sure to be increasingly dependent within the area, and there will be a lot of risk. A stable budget and sustainability of public finances is key to risk management. The paper aimed to give legal countermeasure to financial risks the counties and areas may come across according to monetary aggregates, fiscal monetary aggregates and rule of law in this area. This essay will select respective country as case studies. On the basis of these studies, the essay hopes to give Chinese enterprises advice on how to escape financial risks in their trade, investment, infrastructure. And it needs to distinguish between factors of production labor, technology, capital, resources category and hierarchical structures. In the field of trade, the problem that Chinese enterprises are now facing is the trade protection of the host which may involve antitrust regulations of the host country and extraterritorial protection issues.Therefore, Chinese enterprises should prepare for these and do research in this field before investing; In the field of investment, in order to make tax system perfect,multilateral treaties and agreements should be made; In the field of investment,infrastructure investment is a long term and the fund is too large, we should learn from foreign practices, provide sovereign guarantees. "ONE BELTONE ROAD”involves so many multiple stakeholders that the rule of law is fundamental to ensure their normal operation.
