The Problems And Countermeasures About Prison Emergency Plan Management

Along with the huge change of society and reform, social contradiction and problems break up together, and some extreme evens come up. Prison is the place of penalty execution, and also the machine of state dictatorship. Prison’s security management is the guarantee of social security. But overall, prison emergency plan just finishes the process from zero to a few; the quality of emergency plan is still not integrated. So it is necessary to pay more attention to the plan’s completeness, validity and operability. This paper takes this special organization as discussion objection, and take P prison as a typical example, to analyze the, shortage and reason of prison emergency plan management.This paper is based on the theory of crisis management and PDCA, taking advantages of literature review, questionnaire survey and comparative analysis to do the research of P prison emergency plan management’s current situation and reason. This paper finds that because of P prison emergency plan management consciousness retardation, special management system, management system impefection,,incentive mechanism lack, resources support system weak, diseasedstrabismic organization etc., the this paper offers five proposals to fulfill P prison emergency plan management refer to developed countries and areas’ advanced experiences.
