The Research On Public Crisis Governance Of Chinese Local Government In Risk Society

With the rapid development of economy and scientific technology, the advancement of globalization and enhancement of social connection, to a certain extent, the continuous occurrence and spread of risk and public crisis is accelerated, and risk has become the salient characteristic of modern society. We seem to enter into a modern risky society, and the problem of risk and public crisis governance has become the center of attention of whole society. The public crisis in risky society asks for great challenge and requirement to the first local government that bears the test. As the first important body of governance, whether the local government can control the crisis effectively is a trial to the authoritativeness, organization and management ability of local government. Also, it tests whether the subjects, such as local non-governmental organization, social publics, etc. can effectively participate in crisis governance and cope with crisis with local government together. It becomes an important analyzing topic of local government management that how to efficiently cope with the more and more complicated and comprehensive public crisis.Based on the crisis society theory, management and good governance theory, citizen society theory, social capital theory, this thesis analyzes and discusses the main problems and corresponding countermeasures of public crisis governance of local government in risky society by method of documentary research, case study, etc. and logical order of “defining conception,analyzing theories,dissecting problems,providing countermeasures”. This thesis is divided into six parts: The first part is introduction, which mainly summarizes the research background, meaning and review at home and abroad. The second part defines the basic conception and explains the corresponding theories. Thethird part expounds the current progression of public crisis governance of local government in risky society with the typical cases. Based on the above researches, the fourth part deeply analyzes the problems and reason of current public crisis governance of local government, which believes that the main problems are the lack of the consciousness of crisis prevention, simplification of governance mode, insufficiency of the ability to train diverse subject, absence of comprehensive command and coordination association, deficiency of complete information management system and perfect law mechanism. The fifth part narrates the experience and enlightenments of public crisis governance of local government abroad. And the sixth part provides concrete countermeasures and advises, which believes that local government should insist the principles of prevention-based combination of peacetime and wartime, establishing authority, multiple participation, coordination, comprehensive communication, improve related governance system continuously, create and practice classified governance tactic, etc. to solve the problems in governance.
