| With the development of economy and science and technology and the continuous advancement of globalization,China has entered a risk society.The crisis has occurred all the time.Its multipleness,complexity,and destructiveness are inconsistent with traditional society.On the one hand,the grass-roots government,as the sector most in touch with the public,has the greatest impact on the crisis.On the other hand,the grass-roots government is the first body of governance in the public crisis.Its crisis management capacity directly determines the stability of society.Citizens’ satisfaction and trust with the government.The advent of a risk society poses new challenges for the governance of the public crisis at the grass-roots level.From this perspective,it is imperative for grass-roots governments to improve their ability to manage public crises.Therefore,this paper selects the public crisis governance of the grass-roots government as the research object.Based on the theory of risk society,this paper starts with the basic concepts,analyzes the new challenges brought by the risk society to the public crisis governance of our grass-roots government,and the main problems and problems in the governance of public crisis in grassroots governments.Based on the experience of national public crisis governance,the countermeasures to improve the governance of public crisis in China’s grass-roots government have been proposed.This paper is divided into six chapters.The first chapter mainly expounds the background of the topic and the significance of the topic.It comprehensively elaborates the research status of the topic at home and abroad,and analyzes the research methods and possible innovations.The second chapter mainly elaborates the concepts of common crisis governance,grassroots government and risk society theory,and provides a solid theoretical foundation for the analysis of the following papers.The third chapter of this paper analyzes the basic features of the contemporary Chinese risk society and the challenges faced by the grassroots government in managing public crisis.Major changes in the governance of the environment from the social transformation,the relative lag in the transformation of grass-roots government functions,the rapiddevelopment of network technology,the new requirements put forward by the grass-roots government,as well as the institutional barriers to the system and the interests of curing barriers still need to be removed in several aspects.The fourth chapter is the analysis of the concrete problems and causes of the governance of public crisis in our country’s grass-roots government.The study concludes that in the process of public crisis governance,the primary government in our country is mainly characterized by weak crisis awareness,single governance model,and unclear media relations,and government information management.Inadequate work,crisis performance management system is not perfect and other issues.The fifth chapter introduces the advanced experience of public crisis management in foreign grass-roots governments and the implications for China’s public crisis management.Only starting from China’s current national conditions,we can draw on nutrients in advanced foreign experience to improve and perfect public crisis management in China.In order to adapt to the ever-changing and developing new requirements of risk society.The sixth chapter puts forward the countermeasures for the governance of the public crisis in China’s grass-roots government from the perspective of risk society.This article believes that the governance of public crisis at the grass-roots level should follow the principles of people-oriented,prevention-oriented,governance according to law,and comprehensive coordination,and make efforts to perfect crisis early warning,improve organization and coordination,improve governance according to law,and improve information management,so as to effectively improve our country to the grass-roots government’s ability and level in the governance of public crisis. |
