“Everyone has access to basic medical and health services” is the vital objective of China’s well-off society construction. With increasing attention on national health, the issue of children’s health has obtained concern from government and society. As the powerful guarantee for children’s health, children’s medical security system, especially children’s medical assistance system, turns to be more important. However, children’s medical assistance system of China develops slowly due to many factors and there is little research achievements about it in academia. We need to explore this topic further from the perspective of theory and practice.The dissertation defines the concept of children’s medical assistance, evaluates effectiveness and problems of current children’s medical assistance system of China combined with development history statement, further analyzes overall reasons which led to the difficulty and provides its proper ethical value orientation and concrete measures towards source of problems. The contents of dissertation are as follows:In the first chapter, the author makes definition towards connotation and denotation of children’s medical treatment and describes relative basic theory, namely children’s growth theory, the third distribution theory and justice theory.In the second chapter, the dissertation has summarized the institutional arrangement of children’s medical assistant in China through reviewing the development of children’s medical assistant system, and evaluated children’s medical assistant system. The effectiveness of system included children’s interests are emphasized, basic formation of institutional framework is established and health insurance level is increased; The problems of system included lacking legal system failing in meet realistic demand and unclear rights and liabilities in relative management departments.In the third chapter,the dissertation analyzes reasons from three perspectives, respectively formation level, implementation level and public administration. The reasons at formation level are: ①policy makers holding unclear conception on social assistance; ②unjustness existing in children’s medical assistance system design. Reasons at implementation level are: ①the issue of absolute insufficient and relative surplus existing in medical rescue funds; ②ignoring children’s rehabilitation and prevention and control treatment; ③regional differences existing in implementation. Reasons at public administration level are: ①the situation of administrative division always there; ②lacking supervision on medical and health organization.In the fourth chapter,the dissertation has stated that fairness, justice and humanitarianism should be ethics value orientation of children’s medical assistance system of China, and offered corresponding ethical values construction path.The fifth chapter has provided specific measures of improving children’s medical assistance system of China based on its system dilemma. To be specific, we should improve the design of children’s medical assistance system, such as paying attention to convergence with correlative system when speeding up medical legislation construction; enhance children’s medical treatment capacity, including expanding financing channels and taking measures of prevention first, prevention and treatment integrated; normalize management system, on the one hand, we should focus on cooperation between departments, on the other hand, we should strengthen the supervision of medical and health care administration.
