Research On Overall Social Assistance System Construction

Social assistance system is an important component of the national social security system,which is one of the three social security systems with social insurance and social welfare.As China’s economic and social development enters a new historical period,the issue of income distribution is becoming more and more closely watched by all sectors of society,and the call for reform of the social assistance system is also rising.On November 12,2013,the 3rd plenary session of the 18th Central Committee of the CPC indicated:"The overall goal of deepening the reform in an all-round way is to improve and develop the socialist system with chinese characteristics,and to promote the modernization of national governance system and governance capacity." It is clearly stated in the Report of the 19th National Congress that to plan as a whole of social assistance system in urban and rural area and to improve the minimum subsistence security system.We should combine top system designing with realistic problem solving in the social assistance reform,and attach importance on system building and improving.We need to strengthen Chnia’s capability for social assistance resource integration,by improving China’s ability to reform in the field of social assistance,improving relevant legal supervision system framework,making overal planning for funds and integrating aspects of management and information of related departments.It is required by the 3rd,4th and 5th plenary session of the 18th Central Committee of the CPC and the 19th National Congress of the CPC that the overall social assistance system should be more effective in playing the role of guarantee citizens’ basic right of subsistence,as well as the inevitable path to realize a sustainable and healthy developmenting social assistance system with an improved expenditure performance.In order to achieve this goal,from pluralistic theoretical perspectives,this article made deepening analysis of social assistance system.It put forward the idea of overall social assistance system construction concerning to improve fairness and efficiency;it evaluated and analyzed the efficiency of overall social assistance system financial investment with quantitative research method.Based on this,it put forward policy suggestions for the construction of social assistance system as a whole,with prospect of improving the top-level designing,defining functions of the social assistance system and developing policy integration architecture,concrete train of thought and operation’ scheme,to promote the healthy and sustainable development of social assistance system.The preface part mainly summarized the research background,theoretical significance and realistic meaning of the article.From the theory and reality orientation,the theme of social assistance system was of rich theoretical connotation and practical value;while from the demand of realistic reform,it required from the top-level design to improve the the overall strategy,synthesis,integrity and gradation of social assistance system,so that reach to the consensus to promote the overall social assistance reform.The second part briefly introduced the origin and developing process.First,it stated the beginning and developing of modern social assistance system.Second,it highlighted the development,resources and achievement.The third part mainly analyzed realistic demands of overall social assistance system.For one hand,from the external demand,it demonstrated the reforming process from decentralization to integration of the government;for the other hand,from the internal demand,it stated the integration limitation of national social assistance system,as were six aspects:the ambiguity of responsibilities between the central and local governments,the confusion of the system boundaries,the confusion of program contents,the decentralization of operational mechanism,the blockage of capital adjustment and the differentiation of the insurance.The fourth part provided theory basis that supporting social assistance integration by collecting the theories on social assistance integration at home and abroad,of which there were:the theory on the social rights of citizens and of fairness and justice,institutional transaction cost and institutional fairness and efficiency,and modern transformation and social integration.The fifth part provided the analysis on the financial investing efficiency of the overall social assistance system.It analyzed with the DEA model on the provincial panel data in 2013-2017 and prefecture-level sectional data in 2017,and brought the conclusions:among the provincial institutions,the financial expenditure of the east of the country was more efficient than that of the middle and west;among all the prefecture-level cities,the financial expenditure of those carrying out urban-rural overall planning standard was more efficient than those who didn’t.Therefore,the overall social assistance system construction would promote the financial expenditure efficiency and this research was of practical significance in improve national overall social assistance system.The sixth part provided countermeasures and suggestions on overall social assistance system construction.On the basis of the forgoing,it offered practical and constructive proposals on future overall social assistance reform.
