China-ASEAN Security Cooperation Mechanism

This article will focused on security cooperation mechanism between China and ASEAN. With the deepening of China-ASEAN security cooperation, institution -building in this area is gradually developing. Especially in2003, China joined the Treaty of Amity and cooperation in Southeast Asia, which provide a legal basis for the security cooperation mechanism. This article will discuss the overview of the mechanisms, mechanisms of evaluation and barriers to the development of the bilateral security cooperation mechanism in these areas to analyze this problem.This paper consists of four parts:The first chapter is an overview of China and ASEAN Security Cooperation Mechanism. First, China and ASEAN leaders through regular meetings and related documents, statements build on traditional security mechanisms in the field of security cooperation. In this mechanism ,it is the most important issue that surrounding the South China Sea to establish a dispute settlement mechanism. Secondly, in the non-traditional security field, around narcotics, terrorism, public health and other aspects of disaster prevention and mitigation to establish specific security cooperation mechanism.The second chapter is mainly for China-ASEAN Security Cooperation Mechanism analysis. Specifically, the security cooperation mechanism between China and ASEAN is an informal cooperation mechanism, we often regard it as a low level, poor regulatory mechanisms. Different mechanism effectiveness of the mechanisms leading to the traditional security fields and non-traditional security areas of uneven development. The lack of normative and effectiveness of the mechanism determines the degree of the level of this mechanism.The third chapter discusses the developing obstacles of China - ASEAN Security Cooperation Mechanism. First, as Chinese strength developing, ASEAN concerns about China’s future direction, what makes ASEAN have some apprehension to China. China dispute in the South China Sea with some ASEAN countries brought China-ASEAN relations some bad impacts. Some foreign powers, such as the United States, and Japan and India are also actively developing cooperation with ASEAN. These factors have affected the further development of China-ASEAN security cooperation mechanism.The fourth chapter focus on the development prospects of China-ASEAN security cooperation mechanism, First of all, China and ASEAN should strengthen political;mutual trust,which is the base of security cooperation mechanism. Meanwhile,the two sides should actively promote the construction of information-sharing mechanisms and prevention mechanisms.
