Controlling the risk in constructing a clean and honest administration, which the Party Central Committee comes up with under current situation, is a brand new task and requirement. Controlling the risk in constructing a clean and honest administration, applies the theory and technology of risk management and also total quality control into practical work of anti-corruption and advocacy of clean government. The idea of controlling the risk in constructing a clean and honest administration as an indispensable scientific strategy, is supported by reasonable and scientific management philosophy and advanced technology, is helpful to prevent the government from corruption at the source. From the source of risk control in 2009 until now, the government has experienced two stages, which are pilot investigation and comprehensive advance. However, most public institutions have not achieved expected effects and are faced with the embracement of moving forward.Based on experience and lesson learned in practice, the author tries to analyze and explore available manner of controlling the risk in building up a clean and honest administration. The manner includes four segments, which are exploring the risk, preventing the risk, supervising the risk and assessing the risk. These four segments make up a whole cycle of controlling. When assessment has been achieved, the stage of amendment will set out and also open the gate to the next cycle of controlling. Under this way of working, a dynamic and circular pattern of management, which is also uninterruptible, will be built. This kind of management can highly improve work efficiency in most institutions, especially those party and government offices and also public institutions. In return, these institutions may come up with constructive suggestions to the long-term goal of perfecting the mechanism of controlling the risk.
