Study On Community Capacity Building Of Unit Community From The Perspective Of Self-organization Theory

Stimulating social organization’s vitality and promoting the building of communities, are important ways to strengthen urban grassroots regime under the new situation and to strengthen the construction of socialist democratic politics, and also are objective needs to realize the comprehensive construction of well-off society. Community construction and development is closely related to the people’s life, and also related to the social stability and security, among them, the community capacity building is the important content of community construction and community governance. This article selects the unit community, a special and common type of community, as the research object, unit community is different from the pure unit community in the planned economy period, it is the product of market economy transition, it occupies a larger proportion in the modern urban community. Researching on community capacity building in unit community is of great significance.This article selects self-organization theory as the angle of view, exploring the community capacity building of unit community from the perspective of self-organization is of realistic demand and theoretical advantage. In reality, the unit community rely on unit management system formed for a long time, urban management center moving down in some way makes the government’s administrative penetration of community increasingly strengthened, and the community’s self-organizing function is restrained and therefore difficult to play. At the same time, the insufficient development of self-organization institution itself becomes bottleneck to the further development of the community capacity building and self-organization. Domestic scholars have used self-organization theory to the empirical research of community construction, provides a more reasonable research model and clearer research idea for further research of community capacity building. In order to strengthen the application of self-organization theory in empirical research, this article attempts to establish new dimensions of community capacity under the guidance of self-organizing theory’s basic content, on this basis, to build a set of evaluation index for community capacity. Through the statistics analysis of unit community, evaluate every dimension of community capacity, to find the problems existing in the unit community management mode as well as in the community self-organizing process. On this basis, from the basic principle of self-organization theory, to find the internal and external causes of community capacity building in trouble, and then try to find a reasonable solution that can provide guidance for community capacity building.In this paper, defines the concept and scope of the unit community, community capacity and self-organization. Based on self-organization theory,based on Labonte and Laverack’s dimensions of the community capacity, combined with domestic scholars’ observation point in the study of community self-organization ability, built a community capacity evaluation index system, evaluated four dimensions of community capacity, namely the ability of residents’ participation in the community, the ability of organizations, the ability of mobilizing resources, the ability of self-organizing network, which is the innovation of this article.This paper uses spss17.0 software for statistical analysis, finding that the unit community capacity building exists the following problems: the first is the insufficient and unequal community participation; second, the "absence" of organization function; the third is the lack of co-building and sharing resources and low use efficiency; the fourth is the lack of the community identity, lack of communication and mutual assistance between organizations.The causes of the problems of community capacity building in unit community include: the contradiction between self-organization and other-organization; social capital such as institution, trust and network system, gradually erode; Unit community itself lacks of openness. Finally, this paper puts forward suggestions to improve the community capacity building of unit community: by promoting development of informal organization and scientifically orienting the role of government and residents’ committees and so on in order to promote community participation; continuously optimizing the institutional environment of internal and external system; promoting resource co-construction and sharing by concept means and network informatization; promoting the community identification by information disclosure and publicity and building residents’ communication platform.
