Institutions as important in China’s economic and social organization, in the economic and social development occupies a pivotal position, development of county public institutions to promote the county economy and society level and on China’s overall economic and social progress have greatly improved the ability. At present, however, the development of our country public utilities departments at the county level and a lot of problems, human resource management structure is not perfect is one of them, in view of the importance of human resources management, to only do a good job in the work of human resource management, optimal allocation of human resources, a reasonable division of functions, optimizing the organizational structure, to achieve effective control, can use the talent, scientific and management personnel, the effective development of human resources reasonably, to promote public utilities departments at or above the county level to target the smooth realization of the comprehensive analysis and research. Still has many problems in China’s current human resources management present situation, from the management philosophy, allocation of rights and responsibilities, personnel structure and management system and salary distribution aspects there are lead to the reasons of low level of human resource management in public departments at or above the county level at present of our country, and according to reason analysis is presented for the optimization of human resources management countermeasures and suggestions. The on the basis of county-level public sector human resource management current situation by analysis of the causes of the status quo, in the county public department human resources management operation logic, allocation of rights and responsibilities, personnel structure, evaluation system proposed the corresponding optimization suggestion.
