Public personnel refers to work in the city education, medical and health,public service and other fields has a professional staff to the. With the expansion of public utilities and rich content, to the public service personnel requirements are also getting higher and higher, public personnel should take the initiative to adapt to the needs of the development of public utilities.LH District of Shenzhen is a new modern city full of vigor and vitality. The accelerating construction of transportation, municipal foundation, park green space, education, health culture,innovation of science and technology, and social security, injects new vitality into the rapid development of LH District. With the rapid development of social economy and public utilities of LH District, the demand for public utility talents shows a trend of high quality and diversified development. At present, the existing in the related field of public utilities management personnel of LH district, cannot meet the needs of public utilities development of talent, in terms of knowledge structure, quality and ability.This paper takes the public utilities development needs of LH District of Shenzhen as the research breakthrough point, based on demand analysis theory and method of public department human resource. The paper analysis the gap of supply and demand of talent development of public utilities in the LH District of Shenzhen, and proposes the strategic choice of measures of LH District public utilities talent development. The paper mainly uses the literature analysis method and the public sector related theory and method for prediction of human resource planning, on the basis of survey data, to analyze LH District public utilities supply condition, and to predict talent demand situation in the development of public utilities of LH District. The practical significance is reflected in: the strategic choice of measures of LH District public utilities talent development,may have certain practical reference value for the policy decision of the development of LH District public utilities development.
