The Countermeasure Study Of The Problems Of Guangcai Program In Meishan City

The China’s Guangcai Program is the primary approach for the non-public economy individuals to take part in the national poverty alleviation policies which was initiated by the United Front Work Department of CPC Central Committee and the National Association of Industry and Commerce. Since the implementation of Guangcai Program it has achieved a lot of results, including helping targets areas to become prosperous regions, reducing poverty, and guide the non-public economy individuals to fulfill their social responsibility, then brought positive energies to the whole society in China.Meishan is a city which close to Chengdu economic circle and has a strategic position. In recent years it has experienced rapid economic development. Under the guidance of relevant departments, Meishan City’s Guangcai Program has achieved a certain degree of progress, yielded fruitful results and brought positive social positive effects. However, due to the special nature of the national poverty reduction policies and strategic positioning of the non-public economic sectors, glorious career development in Meishan City is still facing a degree of problems and defects. This paper treats the operation of the participation of the non-public economy individuals in Meishan City’s Guangcai Program as its research object, using the integrated of theoretical and practical measures to analysis the achievements of Meishan City’s Guangcai Program achievements as well as its shortcomings, and then puts forward the corresponding solution measures.This paper is divided into five parts. Studies suggest that:Although the Meishan City has made remarkable achievements, but in the institutional mechanism construction, project implementation for public advocacy, private entrepreneurs of the Guangcai Program awareness and other aspects of corporate investment, there are still relatively shortcomings which made the Guangcai Program can not fully play its ability. In response to these problems, the article believes that the following measures should be taken to improve the effects of Guangcai Program: Improving the cultivation of the participated members, expanding the scope of the subjects of program; improving the development environment, enhancing the internal and external recognition; intensifying policy support, and creating highly effective projects. The measures which were presented by the paper can accelerate the development process of Meishan City’s Guangcai Program shall affect the progress of the Guangcai Program in the similar areas of China and will also has a certain reference value to the overall development of the Guangcai Program in the whole country.
