The Research On The Level Promotion Strategy Of Basic Public Service In Shangdong Province Under The Background Of New Urbanization

In 2002, the sixteen major reports of the Communist Party of China, put the words of "we should go on the road of urbanization with Chinese characteristics" at a very important level, this is an important symbol of our country from traditional urbanization into new urbanization. In 2006, the six plenary session of the sixteen CPC Central Committee proposed the basic public service formally, it begin to undertake the important mission of social fairness、justice and protect people’s livelihood, this task also become one of the central economic work from 2010. in 2016, the State Council of several opinions on promoting the construction of new urbanization point out: the new urbanization is not simply put the economic development as the goal, it put the five concepts for development of the innovation、coordination、green、open and sharing into the meaning of enhance the level of basic public services, insist on the core of "People’s Urbanization", in order to improve the quality, to make urban and rural residents can equally enjoy the fruits of reform and development. As the level of people’s living standards mainly depends on the level of basic public service, so the new urbanization put the key on improve the quality also include improve the level of basic public services. According to the current situation and problems of the basic public service system of Shandong Province under the background of new urbanization, study how to improve the level of basic public service is especially important.This article mainly uses the literature analytic method, the survey questionnaire and analytic hierarchy process method, on the basis of research and analysis on new urbanization and domestic and international basic public services related theory, starting from the actual situation of the five modules: basic public services in Shandong Province,through the description of the status of the development of basic public service under the background of the new town, find issues that hinder its level of ascension, and according to the model of urbanization of basic public services and put forward the new requirements put forward corresponding strategies and suggestions.In this paper, the study found that: the supply of basic public services exist inShandong province is low, the urban and rural basic public service supply, regional supply not harmonious, the basic level of public service satisfaction is not high, narrow access to some residents demands, these problems hindered the new urbanization under the background of basic public service level of ascension in Shandong province. This paper from the break dual structure between urban and rural areas, to enhance investment in the financial sector, the innovation of basic public service supply system and widen the channel of the residents demands four aspects to solve the above problems.
