Research On Basic Public Services In The Process Of New Urbanization

In recent years,the central government and local governments have successively issued documents on new urbanization and basic public service planning.They have put forward new requirements and specific targets for basic public services in the new urbanization construction,which have aroused widespread concern and discussion.The new urbanization is obviously different from the old urbanization.On the basis of profound analysis and summarization of the status quo and problems of traditional urbanization,the new type of urbanization pays more attention to the construction of basic public services and emphasizes the road of urbanization with "people-centered".In recent years,the achievements of urbanization construction in Henan Province are remarkable,and the level of urbanization is increasing year by year,gradually narrowing the gap with the national average urbanization level.However,in the process of urbanization construction and development in Henan Province,some outstanding contradictions and problems have been left behind,but the new urbanization construction have put forward specific requirements and basic principles for these problems,and have pointed out the way for the future development of urbanization.In view of the pursuit of speed and financial strength,Henan’s urbanization construction tends to pay attention to quantity and neglect quality construction.The process of integrating large-scale agricultural transfer employment into the city is slow,the process of citizenization is relatively lagging,and the basic public services are affected by the household registration system divided by urban and rural areas and the imperfect basic public service system,so basic public services can not cover all permanent residents,the basic public services provided are relatively inadequate and of low quality,and the basic living or development rights that people should enjoy cannot be adequately protected.The short-board problems such as insufficient scale,low quality and unbalanced development of basic public services in the process of new urbanization in Henan Province are obstacles to the overall development of the economy and society in the future,and are the key breakthroughs and concerns of the future work of the provincial government.In view of this,Henan Province has put forward new requirements for the new urbanization construction,insisting on promoting "people-oriented" urbanization,focusing on improving the quality of urbanization,attaching importance to the construction of basic public services,and committing to the coordinated development of urbanization and basic public service construction,and speeding up Solve the problem of basic public services in the new urbanization process.Taking this as a starting point,this paper begins to analyze the status quo and problems of basic public services in the context of new urbanization,and hopes to propose policy recommendations that may improve the basic public service level to meet the people’s growing basic public service needs.On the basis of theoretical analysis,this paper mainly uses the literature analysis method,comparative analysis method and empirical analysis method to study the basic public services under the current new urbanization background.In the analysis of the status quo and problems of basic public services in the process of new urbanization,this paper selects five aspects for analysis,such as public education,health care,social insurance,labor and employment,social services.Combined with relevant data,this part mainly analyzes the output and results of basic public services,the scale,structure,trend and growth preference of basic public services in the new urbanization process from the perspectives of output and input.Through research,it is found that the basic public services in the context of new urbanization in Henan Province have the following four problems:the first is the lack of basic public services supply and the quality is not high;the second is the imbalance of basic public services between the region and urban and rural areas;the third is that the expenditure responsibility of basic public services does not match the financial resources;the fourth is the unfairness of the basic public service supply.These problems are the problems that must be solved in the current construction of basic public services in the process of new urbanization in Henan Province.Otherwise,it is inconsistent with the requirement of "people-oriented" in the new urbanization,so we need to think about how to solve these problems.This paper argues that the government is the main body providing basic public services.The government often fulfills its responsibilities by allocating and using public resources.Therefore,the level of relevant fiscal expenditures reflects the government’s willingness and ability to intervene in basic public services.Therefore,to solve these problems,we need to think about the financial expenditures of related public services.Starting from this idea,firstly,this paper analyzes the factors affecting basic public service expenditure from the perspective of supply and demand,and then proposes relevant hypotheses;Secondly,in order to verify the hypothesis,multiple linear regression model is selected for empirical analysis;Finally,the regression results are analyzed and explained.After research,it is found that urbanization,basic public service expenditure preferences,and transfer payments are positively correlated with the level of basic public service supply.At the end of this paper,by referring to the experience of basic public services in the process of urbanization abroad,combined with the empirical results,several suggestions on how to improve the basic public service level of Henan Province in the process of new urbanization are put forward.This paper chooses Henan Province as the research object,which has typical representative significance.The urbanization level and basic public service level are relatively behind the national average level,the financial expenditure relies heavily on the central subsidy,the difficulty of economic transformation and development,and the slow improvement of the government governance concept are widespread phenomena in the central and Western regions.Through relevant research on Henan Province,it can help to understand the status quo and problems of backward areas,and the proposed policy recommendations are also applicable and reasonable under similar conditions.
