The development of the Internet technology drives the rapid development of new media, which has more and more obvious advantages of fast, convenient, open in information communication. Therefore, it is widely applied to various aspects of social management by government. In these applications, new media shows may advantages to speed up the public policy setting, especially livelihood policy.Base on the Agenda Setting in communication, Rogers and Dearing put forward the Policy Agenda in public policy. There are three kinds of agendas, that is media agenda, public agenda and policy agenda, to accelerate policy formulation. In this process, the interaction of media, the public and the government plays a big role. The interactive relationship is also the research focus of Public Relations, and the Issues Management meets the requirement of Agenda Setting. The public voice their opinion more and more easily via new media, which push the public agenda formulating automatically. Then as policy which has huge connection with the public, how does livelihood policy affected by the three agendas under new media? How do the public, media and the government interact with the policy formulation? What are the meanings of the interactive relationship to livelihood policy formulation? These are the focus of this paper.Base on the theory from Public Relations, Communication and Public Policy, this paper focus on the relations of three agenda and therefore to analysis the interactive relation of the government, the public and new media.This paper contains five parts:firstly, introducing the background of this paper, to explain why this subject is meaningful to research. Secondly, from the theory angle, discussing the relationship of the government and the public and the government and the media in livelihood policy formulation. Thirdly, facing the haze problem, the public expressed their opinion via new media. So how these opinions affect the decision of the government? According to the analysis of weibo and central leaders’ speech, to understand how public agenda, media agenda and policy agenda make sense. Fourthly, based on the concrete policy formulation, to summarize the interactive situation of the public, the government and new media, and the possibility of them in the future. At the end, there come some worthy suggestion for apply new media to livelihood policy formulations.
