The Study Of Interactive Relationship Among The Government,the Media And The Public In Public Policy Communication

The influence of public policy covers various aspects of social life from macro to micro.Public policy communication runs through the entire public policy process.And it is the process in which the government,the media,the public and other individuals interact with each other through policy information dissemination,exchange and sharing to achieve the “policy identity”.Therefore,study on the public policy communication is of great significance.It's easy to find that public policy communication emphasizes the interactivity among the government,the media,the public and other individuals,as well the study of the interactive relationship between subject and object is one of the focuses of Public Relations' research.Thus,this study is based on the foundation of disciplines of Public Relations,Journalism and Communication,Public Management etc.,then based on the theories of issues management and agenda setting theory,using research methods like literature research method,case study method,content analysis method etc.to study the interactive relationship among the government,the media and the public in the process of public policy communication.On the basis of systematic and in-depth formulation of the origin and significance of the research,comprehensive reviews about relevant domestic and foreign research status in addition with comments on it,revealing the theoretical basis of the research,this study carries on study focuses on four aspects.Initially,after the detailed overview of the conception and type of public policy,the study clearly defines the "public policy communication" which was one of the core concepts of this research,elaborates the Public Relations' value of public policy communication from the perspective of Public Relations.Then,the study constructs an interaction model about policy agenda,media agenda and public agenda on the base of issues management theory and agenda setting theory,clarifies the roles of the government,the media,and the public in the process of public policy communication.And then,through the analysis of the elements of interaction among the government,the media and the public in public policy communication,the study provides an analysis path for following research.Secondly,using “comprehensive two-child” policy as a case to conduct research,the study aims to analyze the roles of the government,the media and the public in policy communication through the analysis of the background and communication process of the “comprehensive two-child” policy.And on this basis,the study makes a comprehensive anatomy for the interaction among the government,the media and the public in policy communication and the impact of this interaction to deepen the understanding of the specific circumstances of the interaction among the government,the media and the public in public policy communication.Furthermore,on the basis of the case studies,from point to area,this study further analyzes the current state of interaction among the government,the media and the public in public policy communication in China,dialectically elaborates the influencing factors,active exploration,and existing problems of the interaction among the three individuals in public policy communication and digs deep into the causes of these problems.Finally,combining the existing problems and the causes of the interaction among the government,the media and the public in public policy communication,this study proposes strategies and suggestions for improving the interaction among three individuals.They mainly include improving the abilities of issues management of government,the abilities of agenda setting of media and the influence of the public.
