Since the "E-commerce" concept appears that the economic development and the way government have had a transformative effect. E-commerce, network redefines the way people realized transactions, construction of the social structure of individual instant connectivity, making the economy the way they operate from the past to produce driven centric to consumer-driven as the center, and constantly create new industry, to promote a qualitative leap in economic efficiency.The characteristics of e-commerce is the characteristics of virtual, cross regional and global, open, which makes forms of e-commerce market, compared to the traditional line, the market and the market failure phenomenon more diverse, the root of market failure is more complex. E-commerce market failure led to government regulation of e-commerce, at the same time, the complex features of E-commerce is also the government’s regulatory philosophy and regulatory system and to make a revolutionary claim.Our Government Traditional access permission, human inspections of regulation and supervision by the administrative levels of the hierarchy can’t form an effective regulatory system is not only supervision, but also on the development of electronic commerce has played a negative role in bondage, the Chinese government regulation of e-commerce mode change imperative.This paper analyzes the characteristics of e-commerce and market failures departure, summed up several forms, such as e-commerce market failure:natural monopoly, information failures, external failures, and other new issues, and market failure, government failure the theory of the necessity and feasibility of e-commerce government regulation are described. At the same time, e-commerce regulatory problems in our government are summarized, it pointed out the existence of e-commerce in our government regulators currently have too much market access measures, the absence of regulatory measures and redundancy exist, regulatory measures seriously lagging behind other issues, while the business sector on the regulatory practices of e-commerce point of view, a detailed analysis of the regulation of important and difficult. Based on the above analysis, this paper combined with domestic and foreign government regulation of e-commerce situation, put forward the principle of effective supervision, information protection principles, the principle of innovation and promote open e-business regulation as the basic principles of our government, and for the conditions of the current attempts to raise my Government regulation of e-commerce strategies:First, establish regulatory model pluralistic governance; Second, the introduction of large data systems to integrate data of various departments, the formation of e-commerce credit system; Third, the third-party platform to guide self-regulation, strengthen supervision afterwards; Fourth, decisions by regulatory costs branded e-commerce degree body; Fifth, create online intelligent inspection systems, intelligent regulation of key areas.
