Civil servants of administrative law enforcement is the largest number of civil servants of categories. In 2006, " Civil Law" integrated the civil service into civil servants of management, civil servants of administrative law enforcement and civil servants of professional skill. For a long time, due to the slow progress of classification reform in the civil service, the incentive system of civil servants of administrative law enforcement has been in use in the incentive system of civil servants of management. In such a "universal " in the civil service incentive model, incentive in civil servants of administrative law enforcement is lacking in pertinence, and with the decrease of the effectiveness in motivation, conflict in management will be highlighted.Civil servants of administrative law enforcement has a large population and contact with citizens frequently. Their occupational characteristics determine that the construction of civil servants of administrative law enforcement incentive system is related to the success of the government civil servants in internal stability and vitality, as well as to build the image of the party and the government in external relations. Shenzhen City as China’s "experimental field " in reform and opening-up. In 2010 in Shenzhen City, in accordance with the " Civil Law" on the implementation of the civil service classification reform, and take civil service classification reform as an opportunity to further explore the construction of civil servants of administrative law enforcement incentive system. After years of exploration, the construction of Shenzhen civil servants of administrative law enforcement incentive system gained a lot of experience, but there still have many problems in vary degrees.Based on this, the author collects extensive data on the literature, and study the status of Shenzhen civil servants of administrative law enforcement incentive system, to further explore and improve initiatives. Firstly, this paper includes various incentive theory and humanity hypothesis, and the need of civil servants of administrative law enforcement is discussed. On this basis, the stages of the process are combed in this paper concerned with the construction of civil servants of administrative law enforcement in Shenzhen City, and summarizes the accomplishments and achievements in it. Secondly, analyze existing problems on the construction in civil servants of administrative law enforcement incentive system, and further explore the causes of these problems. Thirdly, with the guidance of the successful experience of the western civil servant incentive system, the author hopes Shenzhen City will improve their civil servants of administrative law enforcement incentive system. Finally, on the basis of relevant experience in building and drawing theory, the author put forward a sound proposal for the construction in Shenzhen civil servants of administrative law enforcement incentive system. Articles that:Shenzhen City should put " comparing-interests humans" as humanity hypothesis outlook combining with the characteristics and incentive needs of civil servants of administrative law enforcement, and apply relevant motivation theory in enterprises dialectically to the reconstruction of civil servants of administrative law enforcement incentive mechanism which is for Shenzhen civil servants of administrative law enforcement to further improve the efficiency of law enforcement, and active its working enthusiasm.
