At present,civil servants in the category of administrative law enforcement are mainly concentrated at the grass-roots level,and they account for a relatively high proportion of the civil service.Civil servants in the category of administrative law enforcement directly face the relevant public and administrative law enforcement counterparts to perform their duties of supervision,discipline and inspection.At present,education and training is the most direct and effective way to improve the ability and quality of civil servants,and the analysis of training needs is the most important part of further education and training.In the reform of the training operation mechanism,the National cadre Education and training Plan 2013-2017 clearly mentions the need research system to be carried out in an all-round way,and the need to further establish the demand-oriented training content change updating mechanism to be clearly mentioned in the reform of the training content form.Therefore,it is significance to carry out the analysis and research on the training needs of administrative law enforcement civil servants for the construction of a high quality administrative law enforcement professional civil service team.It is very important to perfect the civil service system in contemporary China.Through a large amount of data analysis of the above investigation and research,this paper summarizes the problems highlighted in the training process of administrative law enforcement civil servants in Tongshan District from the perspective of demand,as follows: the training content is not reasonable,the training classification is not scientific enough,the training method is not rich enough,the training process is lack of supervision,the training results are not applied in place,the main reasons are insufficient leadership attention,the lack of training demand analysis,the formalization of training evaluation,and the imperfect training incentive mechanism.Based on the analysis of these aspects,this paper will put forward the countermeasures and suggestions for the training of administrative law enforcement civil servants from six aspects: strengthening the needs analysis of education and training,adjusting the structure of training content,innovating the methods of training,establishing suitable training model and introducing training evaluation mechanism and training incentive mechanism. |
