Based On The Holistic Perspective Of Local Governance Study Air Pollution Problem

Atmospheric pollution control about human survival and development, testing the government’s governance capability. The state formulates a series of corresponding laws and regulations, local governments of various control measures have issued, eased the main atmospheric pollutants in a certain range and control, air qualityimproved, but frequent heavy pollution weather, high exhaust emissions, suggests that atmospheric pollution situation is still grim. How to improve the air pollution governance performance, so that people breathe the fresh air, is the social major issues of mutual concern.Taking henanjiaozuo atmospheric pollution of local government governance practices as the research object, holistic governance theory as the theoretical basis,has broken the original relatively single, fragmentation of local government governance idea, advocated the establishment of integration, coordination, cooperation governance framework.This thesis mainly has the following five parts:The first chapter of this paper selected topic background, the significance of topics, and the research situation at home and abroad are reviewed, then introduces the research contents and methods of this paper, and finally points out the innovations and shortcomings of thesis research.Second chapter in this paper, we study the theory basis and the main research questions, firstly the paper use the theory of holistic governance theory expounded, secondly according to the use of theory this paper studies the main problems are put forward.Third chapter selected jiaozuo atmospheric pollution status quo as the research object, first introduced the jiaozuo atmospheric pollution situation and the causes, secondly introduces jiaozuo atmospheric pollution control measures and achievements in recent years.The fourth chapter based on the detailed analysis of jiaozuo atmospheric pollution governance practices, first elaborated the jiaozuo atmospheric pollution control agent based on integrity management, secondly to jiaozuo integrity control air pollution difficult point are analyzed.Fifth chapter, based on in-depth analysis of the problems and causes, from improving the legal system, the internal coordination of the local government agencies, jointly external forces of local government, local government from the perspective of holistic governance to establish cooperative governance and defense spreading of atmospheric pollution control countermeasures and Suggestions.On the basis of above research, this paper puts forward the corresponding countermeasures:First, establish and improve the atmospheric pollution control laws and regulations and the system of local government system, to ensure that the legal system of comprehensive, specific, operational, implementation agencies, regional integration synergy governance laws.Second, to establish effective coordination between local government and regional internal governance mechanism. Through the perfect strict assessment and accountability mechanism, to further optimize the overall regional industrial structure and industrial layout, implementing green GDP accounting, establish coordination between government departments, the regional government zone between spreading system of governance.Third, the establishment of comprehensive effective participation of local government external forces, the governance framework. Efforts to build public and non-governmental organizations to participate in atmospheric pollution control platform, improve the public participation, perfect the participation channels, increase the information publicity; Establish the government and enterprise collaborative management platform, through the perfect guide enterprises to participate in economic means, incentive enterprises participate in atmospheric pollution control.In multilateral coordination, multiparty governance theory guidance, make full use of the existing governance techniques and means, hope on the atmospheric pollution of local government governance has a certain reference value.
