Research On Local Government’s Governmental Integrity Construction

Integrity is a unique ideology and moral norm cultivated and formed by the Chinese nation in long-term practice.It has its value that will never fade,whether it is past or present.The integrity of government affairs is not only an important content that Marxist classic writers pay attention to,but also an important concept emphasized by the main leaders of the Chinese Communist Party.In the ancient times,Shangyang won the trust of the people through standing bounty.Now,General Secretary Xi Jinping has put forward the important assertion that "The government cannot establish its authority without credit".In today’s society,strengthening the integrity of government affairs is the key link to further enhance the credibility of the government,improve people’s sense of gain,and foster and promote the new style of the times.Local government is the main body of local administration,and its honesty in government affairs has a profound impact on the effective governance and normal order of the region.In recent years,with the continuous promulgation of policy documents related to the construction of government affairs integrity,local governments have increasingly attached importance to the construction of government affairs integrity,and the level of government integrity has been continuously improved through lawful administration,open government affairs,and diligent and efficient administration.In addition,local governments have shown imbalances and differences in the construction of government integrity.Although some local governments have continuously created advanced experiences that can be replicated and promoted,some local governments have insufficient understanding and construction is not in place.Local government’s dishonesty in government affairs is mostly manifested in insufficient standardization of government affairs construction,government decision-making changes,lack of scientific democracy,local officials misrepresenting their achievements,and new officials ignoring old accounts.Regarding the reasons for the lag in the construction of the integrity of local government affairs,first of all,in the inter-government game relationship,thedishonesty of local governments often manifests itself as an image project to deceive superiors,to take local protection and compete with the same level,to increase the burden on subordinated tasks,and to compete with the people for benefits.Secondly,when the government breaks the trust due to the incomplete contractual relationship between the government and the public,it is difficult for the public to replace the agent in a timely manner due to the restrictions on the dismissal procedure,this inevitably condones the government’s dishonesty.Moreover,the privileged position of the government and the promotion tournament for promotion of official positions have also led to alienation of officials’ views on performance.In addition,the imperfection of the integrity files of administrative staff,the assessment system of government affairs integrity,and the punishment system for government dishonesty have also weakened the willingness of civil servants to practice administrative integrity,often resulting in self-serving behaviors for the benefit of power.In the end,"Fatherishism" when a higher government supervises a lower government,the weak awareness of political participation by the masses,the unclear subject of government accountability,and the bottom-up accountability loopholes all contributed to the occurrence of government dishonesty.Based on the current state of local government’s dishonesty,this paper constructs a logical model of local government’s government integrity building.First of all,the government must improve the internal integrity management system of the government,including improving the integrity education of civil servants,records of dishonesty in government affairs,incentives for trustworthiness and rewards and punishments for dishonesty,assessment of government integrity,evaluation of government affairs,and credit repair mechanisms.Second,the government must improve the positive interaction with the community,the people,and enterprises through building a trustworthy community,fostering citizens’ awareness of political participation,and reforming the commitment system for corporate investment projects.Of course,an authoritative and efficient three-dimensional supervision system for government integrity is also essential.The supervision of government dishonesty can be strengthened by establishing a supervisory mechanism of superiors to subordinates,improving horizontal supervision of people’s congresses of the same level and the CPPCC,and introducing third-party institutions.Finally,it is necessary to promote the construction of a culture of government integrity by cultivating civil servants’ values of government integrity,fostering social vigilance against dishonesty,and creating a social atmosphere of honesty and trustworthiness.
